He affirmed that the People’s Public Security Forces’ glorious tradition continues to be strongly promoted, crystallized in concrete achievements in safeguarding national security, maintaining social order and safety, advising on the implementation of the Party’s strategic guidelines, and driving national digital transformation.
The People’s Public Security Newspaper respectfully introduces to readers the Minister’s insights regarding outstanding achievements, key tasks and requirements set for the People’s Public Security Forces in the coming period.
Reporter: Minister, on the occasion of the 81st anniversary of the Traditional Day of the People’s Public Security Forces, could you elaborate on how the People’s Public Security Forces’ glorious tradition has continued to spread and what concrete results have been achieved in recent times?
Minister Luong Tam Quang: Since the beginning of the year, the glorious tradition of over 80 years of construction, combat, and growth of the People’s Public Security Forces has continued to be strongly promoted and spread. It is crystallized in very concrete results and achievements recognized and highly appreciated by the Party, State, central agencies, ministries and sectors, as well as warmly supported by the people.
Notable achievements include:
First: The People’s Public Security Forces have clearly demonstrated its exemplary role in implementing the Resolution of the 14th National Party Congress and the Party’s strategic guidelines with a high spirit of action. The Executive Committee of the Public Security CPV Organisation was the first Party committee to issue an action program to implement the Resolution of the 14th National Party Congress. It accepted the assignment to draft the Resolution of the 3rd Central Plenum on Building a Disciplined, Safe, Civilized, Harmonious and Developing Society, completing it strictly on schedule and to high quality within a short period. It also decisively developed the Strategic Scheme on National Security Protection, ensuring quality while finishing ahead of schedule.
The Ministry issued and implemented a series of thematic resolutions on personnel work, building a strong and modern commune-level police force, elevating the protection of economic security, reforming healthcare in the People's Public Security Forces, and building strategic postures for foreign security, worker security, cybersecurity and internal security, among others, with concrete, "6-clear" steps (clear individual, clear task, clear time, clear responsibility, clear product, clear authority) to operationalize the Party’s new thinking and perception regarding national security and national security protection. The People's Public Security Forces have also taken the lead in implementing the principle of "entry and exit, promotion and demotion" in personnel management.
Second: All security and order targets set for the force have been met or exceeded. National security has been firmly maintained, ensuring absolute security and safety for the 14th National Party Congress, as well as the election of deputies to the 16th National Assembly and People’s Councils at all levels for the 2026–2031 term. In the first six months of the year, crimes against social order continued to drop significantly by double digits. The fight against crimes and law violations related to food safety and fraud achieved many positive results. The force has maintained and expanded thousands of drug-free communes, wards, and townships; to date, 20 local police agencies have registered to achieve the goal of building drug-free provinces and centrally-governed cities.
Third: The People's Public Security Forces have continued to promote its core advisory role in driving national digital transformation and Project 06. In particular, the Government assigned the Ministry of Public Security as the Standing Body of Steering Committee 57. The Ministry continues to be trusted by the Central Committee with this Standing Body role, reflecting the profound trust and high expectations of the Party and State in the People’s Public Security Forces to advise on and drive the implementation of Politburo Resolution No. 57.
Fourth: Objectives to increase contributions to implementing the Party’s strategic guidelines have been vigorously executed, achieving important results. The Party and State trusted and assigned the Public Security Forces to advise the National Assembly on enacting two key resolutions:
1. Resolution on specific mechanisms and policies to handle land law violations by organizations and individuals occurring prior to the effective date of the 2024 Land Law, and to resolve difficulties for prolonged, backlogged projects;
2. Resolution on specific mechanisms and policies to handle law violations related to the state economy, private economy, application of science and technology, innovation, and digital transformation.
The security industry continues to be strongly developed, aiming to master several strategic technologies by the end of this year. Furthermore, six People's Public Security cultural schools managed by local public security agencies are being established and deployed starting from the 2026–2027 academic year to nurture children in difficult circumstances, fully aligning with the Party’s policy on social welfare and care for vulnerable groups.
A review of one year of implementing the new model of the political system shows that the Public Security Forces have assumed and executed five new tasks, resulting in better and more effective service to the people. Secretaries of Provincial and Municipal Party Committees all have recognized and highly appreciated the core advisory role of the Public Security Forces in implementing the two-tier local governance model.
Reporter: Regarding the two resolutions issued by the Party Central Committee on the National Security Strategy and Building a Disciplined, Safe, Civilized, Harmonious and Developing Society, as well as the duty as the Standing Body of the Central and Government Steering Committee for Resolution 57, how will the Ministry of Public Security advise and organize implementation to achieve the targets set by the Party Central Committee and the Government?
Minister Luong Tam Quang: At the recent 3rd Central Plenum, the Party Central Committee discussed and decided to issue Resolution No. 22 on the National Security Strategy and Resolution No. 18 on Building a Disciplined, Safe, Civilized, Harmonious and Developing Society. These are historic milestones of profound significance, demonstrating the special attention of our Party toward maintaining national security and societal construction in the new era. Along with advising on the implementation of these two resolutions, fulfilling the role of the Standing Body of Steering Committee 57 is an honor and a glorious responsibility as it sets high requirements for the People’s Public Security Forces in the coming period.
"To contribute to achieving the targets defined by the Party Central Committee in the Resolutions, the People’s Public Security Forces will maximize its core advisory role and standing agency status in execution. In this process, there will be a strong shift from managing progress to managing outcomes; from previously counting document issuance, meeting organization, and fund disbursement to evaluating increases in labor productivity, national capability, and the efficiency of public service; ensuring that every policy decision has identified implementers, necessary conditions for execution, a control mechanism, and measurable results," Minister Luong Tam Quang emphasized.
At the same time, the People’s Public Security Forces will maximize its core role, effectively carrying out specific tasks assigned by the Party and State to the Executive Committee of the Public Security CPV Organisation and the Ministry of Public Security, creating broad momentum to urge the participation of ministries, sectors and localities, while mobilizing the active support and participation of the people.
As the Standing Body of Central Steering Committee 57, the Ministry of Public Security will focus resolutely on fulfilling the directives of General Secretary and President To Lam given at the Central Steering Committee meeting on July 30, 2026. This includes advising on and promoting a fundamental transition from simple labor to creative labor tied to enhancing the quality of national resources; shifting strongly from innovation within isolated fields to innovation across whole society as a driving engine for national development; and forming competitive products, markets, and enterprises.
Reporter: On the occasion of the 81st anniversary of the Traditional Day of the People’s Public Security Forces, what message would you like to share with generations of generals, officers, non-commissioned officers, personnel and civilian employees of the People’s Public Security Forces?
Minister Luong Tam Quang: On the 81st anniversary of the Traditional Day of the People’s Public Security Forces, on behalf of the Executive Committee of the Public Security CPV Organisation and the leadership of the Ministry of Public Security, I respectfully express my deep gratitude to generations of officers and soldiers of the People’s Public Security Forces working in different periods. We forever remember the immense contributions and noble sacrifices of our comrades in the cause of national liberation, national reunification, and the current construction and defense cause of the socialist Fatherland Viet Nam.
I hope and believe that all officers and soldiers of the People’s Public Security Forces today will continue to highly promote their glorious heroic tradition, excellently complete the missions entrusted by the Party, State, and People at a new height, all for the victorious realization of the Party’s strategic goals and the comprehensive improvement of the people's lives.
