Enhancing coordination among Ministries of Public Security, National Defence and Foreign Affairs

Within the framework of the 33rd Diplomatic Conference, on the morning of August 3, 2026, in Ha Noi, the Ministry of Foreign Affairs (MOFA), the Ministry of National Defence (MND), and the Ministry of Public Security (MPS) jointly organized a session themed “Promoting the pioneering role and executing crucial and regular tasks of Viet Nam's external relations in the new era.”

Member of the Politburo, Deputy Prime Minister and Minister of National Defence General Phan Van Giang, Member of the Politburo and Minister of Public Security General Luong Tam Quang, and Member of the Politburo and Minister of Foreign Affairs Le Hoai Trung co-chaired the session.

Present at the session were also Deputy Ministers of National Defence, Public Security and Foreign Affairs, alongside representatives of operational units under the three ministries.

The session focused on assessing the global and regional landscape, as well as the requirements set for national defence, security and foreign affairs under the Resolution of the 14th National Party Congress.

It evaluated the results of coordination among the three agencies since the signing of the Coordination Regulations in December 2025, and discussed orientations and measures to enhance the quality and effectiveness of coordination to better fulfill the "crucial and regular" tasks of national defence, security and foreign affairs.

During the session, the MND's presentation highlighted international integration and defence diplomacy within the overall framework of Party diplomacy, State diplomacy and people-to-people diplomacy.

The MPS's presentation emphasized the distinct advantages and characteristics of the People's Public Security diplomacy in implementing a comprehensive foreign policy strategy at a new level. The MOFA's presentation underscored the outcomes and directions of coordination among national defence, security, and foreign affairs in carrying out external tasks.

In their concluding remarks, the three ministers affirmed that national defence, security and foreign affairs share an intrinsically close bond in the nation's revolutionary cause. The coordination among the three ministries concretizes the Party's guideline on closely linking socio-economic development with national defence, security and foreign affairs.

They highlighted that for the first time, the Resolution of the 14th National Party Congress affirms foreign affairs and international integration, alongside national defence and security, as "crucial and regular" tasks of the entire political system.

The Ministers stated that, in the face of high demands for rapid and sustainable national development and for safeguarding the Fatherland early and from afar amid rapid, profound and complex global shifts, strengthening coordination among the Ministry of National Defence, the Ministry of Public Security and the Ministry of Foreign Affairs becomes increasingly urgent.

The three ministers assessed that, over the past period, coordination among the three Ministries has yielded significant, outstanding, timely, close and effective results. They urged units across all three ministries to continue thoroughly grasping and strictly adhering to the lines and policies of the Party and State, the foreign policy of the 14th National Party Congress, and Politburo Resolution No. 06-NQ/TW. They called for the effective implementation of the Coordination Regulations in a proactive spirit, with "clearly defined tasks and focal agencies."

Furthermore, they instructed units to continuously innovate coordination methods and information sharing; enhance joint research, strategic advisory work and forecasting; and streamline external affairs activities as well as training to meet the new task requirements for national defence, security and foreign affairs in the country's new development stage.
