Public Security Forces’ foreign affairs activities contribute to elevating Vietnam’s strategic standing

PSNews - Politburo Member, Secretary of the Public Security Central Party Committee and Minister of Public Security General Luong Tam Quang, on behalf of the Public Security Central Party Committee and the Ministry of Public Security, delivered a keynote paper entitled: “Public Security Forces’ foreign affairs and international integration activities contributing to the successful implementation of the Party’s foreign policy to a new height,” on the morning of August 1, at the 33rd Diplomatic Conference in Hanoi.

Minister Luong Tam Quang affirmed that practical experience in ensuring security and order demonstrates that, since 2025, amidst a series of breakthrough and landmark policies adopted by the Party with the goals of peace, stability, sustainable and high-quality development, and elevating all aspects of people's lives, Vietnam has achieved many important accomplishments.

According to the Minister, the revolution in streamlining the organizational apparatus of the political system has succeeded. The 14th National Party Congress, with its breakthrough decisions and strong spirit of action, together with the proactive diplomatic activities of Party and State leaders (particularly at the 2026 Shangri-La Dialogue), has created a distinct shift in the international community’s perception of Vietnam.

Political circles across many countries and international public opinion evaluate Vietnam as having reached a new milestone in its international standing: transitioning from a participant in dialogue to a country capable of setting the agenda; from a position of seeking advice to the role and standing of a strategic player, an initiative contributor, and a strategic actor capable of shaping its own choices, serving as a worthy policy benchmark for many middle-power nations in Asia.

Minister Luong Tam Quang emphasized that, contributing to the overall achievements of Party external relations and State diplomacy, foreign affairs and international integration in security and order have exemplarily implemented Politburo Resolution No. 59 on international integration in the new situation and Politburo Resolution No. 06 on the implementation of the foreign policy line of the 14th Party Congress, attaining several new steps forward.

Foreign affairs within the People’s Public Security Forces have been defined as the responsibility of all public security units and agencies, accompanied by a strong shift in mindset toward proactivity, leadership and readiness to contribute on the basis of ensuring the highest national interests.

Since 2025, a total of 73 international treaties and agreements in the field of security and order have been signed, with a notable highlight being the numerous cooperation agreements concluded between local-level Vietnamese police units and their international partners.

The Public Security Forces proactively proposed initiatives to enhance the effectiveness of cooperation in apprehending wanted fugitives; at the 47th ASEAN Summit, ASEAN nations adopted a joint declaration on this matter.

The Minister also pointed out that the successful hosting of the signing ceremony for the Hanoi Convention, with a record-high number of participating nations signing right at the ceremony, created a distinct Vietnamese hallmark in global problem-solving, earning high recognition and appreciation from international friends.

The Public Security Forces continued to focus on firmly grasping situation developments, improving the quality of strategic advice, stepping up the fight against crime and legal violations, and advising on matters related to the negotiation of a Reciprocal, Fair, and Balanced Trade Agreement between Vietnam and the United States. These efforts contributed to easing pressure to choose sides, minimizing the impacts of major power competition, and safeguarding national interests to the highest degree.

In addition, the Public Security Forces have proactively conveyed high-level messages, helping reduce suspicion, narrow differences, and promote cooperation across multiple fields. Through international cooperation, Vietnam has initially attracted a number of experts and driven technology transfer, accelerating the process of mastering advanced technologies, strengthening healthcare capacity, improving public health and agricultural production efficiency, and safeguarding national energy security.

Cooperation in combating drug crime, online gambling, illegal immigration and consolidating the outer security perimeter from a distance has been intensified through innovative and markedly effective methods. At the same time, the Public Security Forces proactively prepare conditions to participate in United Nations peacekeeping operations at a higher level and continue engaging in international rescue and relief missions, receiving high praise and recognition from the Party, the State, the People as well as international partners.

Emphasizing that the 14th National Party Congress, for the first time, identified foreign affairs and international integration, alongside national defense and security, as key, regular tasks in national construction and defense, Minister Luong Tam Quang outlined four key task groups for the Ministry of Public Security in the time ahead, as follows:

First, the Ministry of Public Security will perform security and order tasks from a distance at a higher, more systematic and more effective level; leverage the strength of the era to enhance strategic self-reliance and the potential for safeguarding security and order.

Concurrently, it will generate strong transformations in resolving latent, complex security factors, consolidate outer security perimeters and posture beyond national borders into new domains and spaces, and strengthen the protection of Vietnamese organizations and individuals abroad under the motto: "Wherever the legitimate interests of Vietnamese individuals and organizations extend, security and order shall be guaranteed accordingly".

The Ministry of Public Security will also promote research, construction, and reinforcement of border infrastructure with neighboring countries to minimize potential security risks.

Second, the Ministry of Public Security will increase contributions toward implementing the Party’s strategic lines at a higher and deeper level. It will also elevate correct and targeted strategic advice to effectively address challenges, pressure to choose sides, and issues concerning national sovereignty and interests. At the same time, it will maximize the attraction and creation of resources for development, making a distinct, concrete contribution toward the nation's double-digit growth goal while upgrading expert attraction and technology transfer in a selective, focused manner targeting key leverage areas that Vietnam urgently requires.

Third, the Ministry of Public Security will focus intensely on fulfilling the goal set by the Party regarding international contributions as a responsibility. It will leverage the strengths of the Public Security Forces in fields such as cybersecurity, peacekeeping, and rescue operations to establish Vietnam's leading and coordinating role in dialogue, conflict prevention, crisis management and mediation during regional disputes or disagreements.

The Ministry of Public Security will promote sets of rules, standards, and guidelines for AI governance, cyberspace, digital transformation and cross-border data sharing within ASEAN, as well as cooperative mechanisms regarding ethical and safety standards in human-centered science and technology development. It will continue solutions promoting participation in UN peacekeeping at the unit level, alongside international rescue and relief efforts.

Fourth, proactively, actively, and effectively engage in addressing emerging challenges that threaten national independence, self-reliance, and rapid, sustainable, high-quality development goals - particularly pressures related to economic security.

Minister Luong Tam Quang emphasized that the Ministry of Public Security deeply realizes that the effectiveness of foreign affairs is not measured by the quantity of outbound or inbound delegations, conferences, or signed documents, but by the level of substantive contribution toward successfully realizing the Resolution of the 14th National Party Congress and the Party’s strategic goals.

In the coming period, the Ministry of Public Security will continue to serve as an exemplary model in executing Party guidelines on foreign affairs and international integration. Working in close coordination with foreign affairs agencies, Vietnamese representative missions abroad, ministries, sectors, and localities, the Ministry will strive to successfully accomplish all assigned tasks, contributing to the victorious implementation of the Party's comprehensive foreign policy to a new height.

On behalf of the Public Security Central Party Committee and the Ministry of Public Security, Minister Luong Tam Quang expressed profound gratitude to foreign affairs agencies, diplomatic missions abroad, ministries, agencies and sectors for their coordination and support, enabling the Public Security Forces to fulfill its foreign affairs responsibilities and national security tasks.
