Delegates from the Ministry of Public Security were members of the Executive Committee of the Public Security CPV Organization and other leaders of the Ministry of Public Security, former leaders of the Ministry of Public Security, former leaders of the former General Department of Police, leaders of units under the Ministry of Public Security and provincial-level police departments, current and former leaders of the Economic Police Department, along with chiefs of local-level economic police divisions and a large number of officers and soldiers of the Economic Police Force.
At the ceremony, on behalf of Party and State leadership, National Assembly Chairman Trần Thanh Mẫn presented the Ho Chi Minh Order to the Economic Police Force.
This noble distinction from the Party and State recognizes the exceptional exploits, outstanding achievements and immense contributions made by generations of economic police officers and soldiers in the cause of national construction and defense.
70 years on the frontline of safeguarding economic security
In his welcoming address, Director of the Economic Police Department Major General Nguyễn Quang Phương noted that, on August 10, 1956, the Prime Minister issued Circular No. 1001 defining the organizational structure of the People's Police Economic Force under the Ministry of Public Security. Under the circular, the Economic Police Force was tasked with publicly safeguarding factories and mines, which was a milestone, marking the birth of a specialized force dedicated to protecting national assets and preserving order and security in socio-economic activities.
Over 70 years of its growth, combat and development journey, despite multiple structural realignments and name changes, the Economic Police Force has consistently fulfilled its mission of preventing and combating crime, safeguarding economic management order, protecting State property, and upholding the legitimate rights and interests of businesses, organizations and citizens.
From combating embezzlement, speculation, hoarding and infringements on socialist property during the early post-war years, to confronting increasingly sophisticated economic crimes in the era of reform and global integration, the Economic Police Force has continually innovated its mindset and heightened its professional expertise. The force has proactively identified vulnerabilities and loopholes in management mechanisms to ensure timely detection, investigation, and handling of violations.
In recent years, as the Party intensified the drive against corruption, wastefulness and negative practices under the principle of "no off-limits zones, no exceptions," the Economic Police Force has reaffirmed its role as the spearhead force. Numerous particularly serious and complex cases of corruption, economic crime and wastefulness have been uncovered and investigated objectively, comprehensively, and in strict accordance with the law, bringing violating organizations and individuals, including high-ranking officials, to justice.
Through practical operations, the Economic Police Force has also promptly detected policy gaps and loopholes in state management, offering counsel and recommendations to amend and supplement laws. These efforts have directly contributed to recovering State assets, strengthening discipline, removing operational bottlenecks, and unlocking key resources for socio-economic growth.
The 70-year milestone also reinforces a proud tradition of solidarity, discipline, dedication, creativity and integrity, forging generations of economic police officers endowed with firm political resolve, deep legal knowledge, professional mastery and the courage to think, act, and take responsibility for the common good.
Speaking at the event, National Assembly Chairman Trần Thanh Mẫn affirmed that the Economic Police Force has grown steadily across all fronts into a regular, elite and modern force structured systematically from central to local levels, maintaining an active presence across vital, complex and high-risk economic sectors.
Particularly during the 12th and 13th Party Congress tenures, the force investigated and handled many major, complex cases following the principles of "no off-limits zones, no exceptions, regardless of who is involved" and "handling one case to warn an entire region or sector," thereby affirming the firm resolve of the Party and State in combating corruption, waste and negative phenomena.
Furthermore, by identifying patterns of crime across key economic sectors, the force recommended effective legislative and policy remedies to eliminate bottlenecks, foster a fair, transparent, and stable business environment, and mobilize resources for national development.
On behalf of Party and State leaders, the National Assembly Chairman warmly commended and praised the outstanding achievements and immense contributions made by the Economic Police Force over the past 70 years. He emphasized that combating economic crime today directly protects the nation's development resources, preserves public trust, and safeguards the future of generations to come.
Proactively preventing risks from early on and from afar
Analyzing the new context, the National Assembly Chairman noted that while the country faces unprecedented opportunities for rapid development, it must also navigate complex and unprecedented challenges. Rapid institutional refinement, socio-economic growth, technological advances, innovation and digital transformation are expanding development spaces, but are also giving rise to sophisticated criminal methods and novel threats to economic security, data security, financial stability, supply chain resilience and cybersecurity.

The National Assembly Chairman stressed that fast and sustainable development relies above all on maintaining strict rule of law. To unlock development resources, the nation must curb corruption, wastefulness, negative practices, "group interests," and market-distorting behaviors.
Building public and social trust requires ensuring that all individuals and organizations are equal before the law, where citizens can legitimately enrich themselves, businesses compete fairly, resources are efficiently utilized, officials who dare to innovate for the common good are protected, and all violations are strictly sanctioned.
Against this backdrop, the National Assembly Chairman called on the Economic Police Force to fundamentally transform its working methods and mindset: shifting from a reactive focus on detection and punishment to a proactive combination of prevention, detection, enforcement and institutional advisory; moving from post-incident cleanup to identifying and mitigating risks from early on and from afar; and transitioning from a pure management mindset to one focused on service, facilitation, and enabling growth.
First and foremost, the Economic Police force must uphold its core role in combating corruption, waste, negative practices, economic crime, and smuggling; resolutely protect the majesty of the law, State property, and the lawful rights of organizations and individuals; and focus on investigating acts that abuse positions, powers, or policy loopholes for personal gain or the misappropriation of public assets and national resources.
Concurrently, early and remote prevention must be prioritized to identify administrative and policy loopholes, proposing timely legal amendments to eliminate systemic obstacles to growth.
"The greatest value of a case lies not merely in punishing violators or recovering lost assets, but in uncovering the root causes and conditions that led to the offense, thereby enabling systemic management reforms to prevent recurrence elsewhere or in other sectors," the National Assembly Chairman stated.
He also directed the force to innovate its operational coordination with relevant units of the People's Public Security Forces, inspection agencies, audit authorities, tax and customs bodies, banking regulators, market surveillance authorities and judicial bodies, while expanding international cooperation in information sharing, fugitive extradition, asset recovery and cross-border investigations.
In light of increasingly sophisticated technology-driven financial crimes, digital asset exploitation, cross-border capital flows, and emerging business models, the Economic Police Force must lead in adopting advanced technology and big data analytics, sharpening digital forensics and money-tracing capabilities to anticipate new risks to financial, data and supply chain security.
Above all, special emphasis must be placed on force building, as human capacity remains the decisive factor. Economic Police officers must possess unyielding political conviction, absolute loyalty to the Party, State, and People, uncompromised integrity, strong legal and operational grounding, proficiency in technology and the ability to operate effectively in international environments, while maintaining strict self-oversight within law enforcement operations.
Upholding a pioneering spirit, daring to innovate for the common good
In his speech, Minister Lương Tam Quang affirmed that the People's Public Security Forces as a whole and the Economic Police Force in particular were profoundly honored to welcome National Assembly Chairman Trần Thanh Mẫn on behalf of Party and State leaders to present the Ho Chi Minh Order and deliver his key directive.
"This is not only an honor for the Economic Police Force, but a shared source of pride and powerful encouragement for the entire People's Public Security Forces to strive to complete all tasks entrusted to us by the Party, State and people," the Minister stated.
On behalf of the Executive Committee of the Public Security CPV Organization, the Ministry of Public Security, and the Economic Police Force, Minister Lương Tam Quang expressed deep gratitude to the Party, State and National Assembly Chairman personally for their unwavering leadership in safeguarding national security and order, combating economic crime, and building the People's Public Security Forces.
Minister Lương Tam Quang stressed that the National Assembly Chairman’s commendation and strategic directives serve as a vital roadmap for the entire force moving forward. The Executive Committee of the Public Security CPV Organization and the Ministry pledge to fully absorb and strictly execute these directions.
Upholding their proud traditions, the Minister instructed the Economic Police Force to be absolutely loyal to the Party, Fatherland and People; maintain high dedication, responsibility, and readiness to serve; and exemplify a pioneering spirit, daring to think, act, innovate, and take responsibility for the common good.
At the same time, the force must lead by example in executing the Party's strategic resolutions, particularly in fighting corruption, waste, and negative practices while enabling economic development, laying a solid foundation to achieve the two centenary goals.
Furthermore, the force will continue building revolutionary, regular, elite and modern People's Public Security Forces worthy of the trust placed in it by the Party, State and People.
