Member of the Politburo, Secretary of the Executive Committee of the Public Security CPV Organisation and Minister of Public Security General Luong Tam Quang presided over the ceremony.
Distinguished delegates at the event were General Le Hong Anh, former Member of the Politburo, former Permanent Member of the Secretariat of the CPV Central Committee, former Secretary of the Executive Committee of the Public Security CPV Organisation and former Minister of Public Security; Senior Lieutenant General Le Van Tuyen, Member of the CPV Central Committee and Deputy Minister of Public Security; Deputy Minister of Culture, Sports and Tourism Phan Tam; and Director and Editor-in-Chief of the Su That (Truth) National Political Publishing House Vu Trong Lam.
Also present at the event were former MPS leaders; current members of the Executive Committee of the Public Security CPV Organisation; representatives from leadership of functional units under the MPS, public security universities, colleges and academies, and police departments of provinces and centrally-governed cities; representatives from central agencies, ministries and sectors; alongside relatives of current and late MPS leaders in different periods.
The completion and official release of the book series titled "Leaders of the People's Public Security Forces in Different Revolutionary Periods" on August 19 serves as a profound tribute and a comprehensive expression of recognition and honor from today’s generation of officers and soldiers of the People's Public Security Forces dedicated to revolutionary predecessors and former ministers and leaders of the Ministry of Public Security. It is also a spiritual gift presented to General Le Hong Anh and the families of other leaders of the People's Public Security Forces in different revolutionary periods.
Speaking at the ceremony, Minister Luong Tam Quang emphasized that the 81-year journey of building, fighting and growing of the People's Public Security Forces bears the imprint of the immense personal contributions of successive ministers and generations of leaders of the People's Public Security Forces of Viet Nam.
Evaluating the book series as a work of profound scientific and aesthetic value, Minister Luong Tam Quang affirmed: "The entire People's Public Security Forced vow to follow the shining example of our predecessor leaders, constantly promote our glorious heroic tradition, and continue building revolutionary, regular, elite and modern Public Security Forces that are absolutely loyal and strictly uphold the motto 'As long as the Party exists, we can exist'."
To widely spread the contents of the book series, the Minister requested Party committees, leaders, and commanders at all levels within the Public Security Forces to pay close attention and adopt appropriate forms to disseminate and popularize the series among officers and soldiers. He also urged research centers to utilize the publication to conduct research and develop theoretical frameworks for the forces’ professional operations.
Every People's Public Security officer and soldier must learn from and follow the bright examples of the Ministers of Public Security in different periods, strive to cultivate revolutionary ethical qualities and firm political resolve, continuously improve professional expertise, and strive to excellently fulfill all assigned tasks.
The launch of the book series is a meaningful activity contributing to educating and fostering revolutionary traditions for today’s generation of the People's Public Security Forces on their journey alongside the nation under the Party's leadership, firmly stepping into a new era of development — the era of the Vietnamese nation's rise.
The compilation process of the book series was officially launched in 2023. At that time, General To Lam (then Member of the Politburo, Secretary of the Executive Committee of the Public Security CPV Organisation and Minister of Public Security; now General Secretary of the CPV Central Committee and President of the Socialist Republic of Viet Nam) directed that the book series be a monumental historical and cultural work, objectively and vividly recreating the the People's Public Security Forces’ development process linked with the ideological viewpoints and leadership styles of successive sector leaders, thereby distilling valuable lessons on force-building and Public Security professional operations.
At that time, implementing the directives of the Minister of Public Security, Senior Lieutenant General Tran Quoc To (then Member of the CPV Central Committee, Deputy Secretary of the Executive Committee of the Public Security CPV Organisation and Deputy Minister of Public Security) directly took charge of and directed the People's Public Security Department of Communications to coordinate with the Institute of Public Security History, the MPS Office and relevant units to urgently build a detailed scheme and plan.
As the manuscript preparation and document collection entered an accelerated phase, the Executive Committee of the Public Security CPV Organisation and the MPS underwent further high-level personnel consolidation. Minister Luong Tam Quang assumed the role of head of the People's Public Security Forces.
With a profound vision for ideological, cultural and publishing work, Minister Luong Tam Quang provided close guidance, requesting that the book series be elevated in terms of scale, content quality and artistic presentation, while also deciding to author the Foreword for the series.
Directing and accompanying the Editorial Board in the subsequent phase was Senior Lieutenant General Le Quoc Hung, Member of the CPV Central Committee, Deputy Secretary of the Executive Committee of the Public Security CPV Organisation and Deputy Minister of Public Security. The Deputy Minister dedicated significant time to offering comments on the compilation work and directly chaired meetings to inspect progress.
The consistent and seamless direction from the Minister and the Deputy Minister in charge enabled the Editorial Board to overcome numerous difficulties and successfully fulfill their task.
The book series was formed from thousands of pages of historical documents, through painstaking search, cross-referencing, and verification efforts, as well as the dedication of editorial and publishing personnel. With an objective, scientific, and cautious working spirit, the Editorial Board made great efforts so that every page carries profound historical, humanistic, and educational value, contributing to affirming the immense role of the People's Public Security Forces in the cause of national defense and for the peaceful and happy lives of the people.
