The event gathered over 2,000 delegates from more than 120 countries and international organizations.
Minister of Public Security General Luong Tam Quang led a high-ranking delegation of the Vietnamese Ministry of Public Security attended the events.
Under the motto "Uniting to promote global public security governance to generate momentum for stability in a changing world," China set the theme for the 2026 Lianyungang Forum as "Building a global public security community based on win-win cooperation amid a changing international landscape."
At the Forum, participating countries agreed that, amid current global volatility, the Lianyungang Forum serves as a key mechanism to foster security and law enforcement cooperation among nations regionally and globally. By establishing new cooperation mechanisms and enhancing the exchange of information and best practices, the Forum aims to build a sustainable global security environment toward the shared goals of peace and development in the region and the world.
Following the opening speech by Chinese Minister of Public Security Wang Xiaohong, Minister Luong Tam Quang delivered an opening address for the dialogue session. He affirmed Vietnam’s readiness to work alongside other nations to reinforce and perfect international rules, bolster trust, foster dialogue, and mitigate risks in order to jointly build a global security community founded on a win-win cooperation basis.
Furthermore, Minister Luong Tam Quang proposed key orientations to strengthen global public security:
· Building an open, inclusive and effective global security architecture with the United Nations at its center;
· Centering on human security as the ultimate goal while broadening comprehensive cooperation into key non-traditional security domains;
· Shaping new security standards, particularly in emerging sectors;
· Establishing crisis-prevention mechanisms to consolidate strategic trust among nations; and
· Harnessing scientific and technological achievements, including artificial intelligence, to enhance global capacity for ensuring security, safety, and social order.
On the sidelines of the event, Minister Luong Tam Quang had separate meetings with heads of several participating delegations.
