At the talks in Hanoi on November 8, the two sides agreed and issued the Joint Statement on the establishment of a comprehensive partnership between the two countries.
T the meeting, on behalf of the Government and people of Vietnam, PM Nguyen Xuan Phuc thanked the Government and people of Canada for their valuable supports for the Vietnamese people during the years of war as well as in the current national construction and development cause. He also highly appreciated the great role and contribution of late Canadian PM Pierre Trudeau, who supported the past anti-Vietnam War movement and decided to establish diplomatic relations with Vietnam in 1973.
Over the last two decades, Canada has always been among the leading countries in providing development aid for Vietnam. The Vietnamese PM affirmed that Vietnam always treasures and wishes to further strengthen relations with Canada for the interests of each country, for peace, stability, cooperation and development in two regions and in the world.
PM Phuc proposed that Canada continue to give priority to providing ODA for Vietnam, especially in the areas of poverty reduction, climate change adaptation, agricultural development and sustainable growth, to support Vietnam to access preferential capital sources after 2017, to boost bilateral trade and investment, to soon recognize Vietnam as a market economy, and to open up its market for Vietnamese goods. The host also hoped that Canada would support the Vietnamese community in Canada to integrate into the society so that they could contribute more to the development of the bilateral relations.
PM Justin Trudeau expressed his pleasure at visiting Vietnam, highly appreciated the socio-economic achievements of Vietnam in recent years, and thanked for the warm welcome of Vietnam.
The Canadian PM affirmed that Vietnam is an important partner of Canada in the region and wished to promote the friendly relations and long-term cooperation with Vietnam. He agreed that the two countries would create favorable conditions for each other in economic, trade and investment relations on the principles of cooperation, equality and for mutual benefit.
PM Trudeau said, Canada will support Vietnam's efforts to cope with climate change and promote sustainable development through the implementation of the UN's Sustainable Development Agenda 2030.
Canada would continue to facilitate the expansion of academic cooperation and exchange through the establishment of partnerships and student exchange programs among educational and training institutions of the two countries.
At the talks, the two leaders expressed their satisfaction at the positive developments in the Vietnam-Canada friendship and cooperation over the past time in various fields; agreed to establish the Vietnam - Canada Comprehensive Partnership Framework.
This move has marked and important milestone in the two countries' relations and will serve as a driving force to strengthen the friendship and cooperation in an efficient manner while the two countries share more and more interests in terms of bilateral relations and regional and international mechanisms.
The two leaders agreed that, in the coming time, the two sides would coordinate to implement various contents of the agreement on the establishment of a comprehensive partnership, particular politics and diplomacy, trade and investment, development cooperation, education and training, national security, science and technology. The two countries would continue to work closely in international and regional forums, namely the United Nations, APEC, Francophone, and consult each other on regional and international issues of mutual concern.
The PMs also exchanged extensively their views on many regional and international issues of mutual concern. Regarding the South China Sea issue, the two leaders expressed their support for the maintenance of security, safety and freedom of navigation and aviation; supported the peaceful settlement of disputes in the South China Sea, fully respect the diplomatic and legal processes, and international law, promote the use of the ocean for peaceful purposes, and to protect the maritime environment and ecosystem.
