The visit aims to strengthen the close, trusted ties between high-ranking leaders and the legislative bodies of the two countries in the new term, while promoting the role of parliamentary diplomacy in bilateral cooperation.
Political and diplomatic relations between both nations have been continuously reinforced and developed in a sustainable and substantive manner. Notably, following the successful organization of National Congresses by the two Parties, top leaders of both Parties have consistently chosen Vietnam and Laos as the destinations for their first official visits. This demonstrates the profound bonds of comradeship and brotherhood, while reaffirming Vietnam and Laos' unwavering foreign policies of prioritizing each other and continuing to foster great friendship, special solidarity, comprehensive cooperation, and strategic cohesion.
The visits set out strategic orientations for bilateral relations in the coming period. In particular, during the visit by the General Secretary of the Communist Party of Vietnam Central Committee, To Lam, in December 2025, the two countries officially elevated their relations by incorporating the concept of "strategic cohesion," establishing foundational principles and a new positioning for bilateral ties amid a volatile international environment.
Economic, trade, and investment cooperation continues to gain positive momentum. The two sides signed four documents at the 48th meeting of the Inter-governmental Committee.
During the seven-month period of 2026 alone, 20 new investment projects poured into Laos with registered capital of US$638.3 million (a 4.2-fold increase compared to the same period in 2025), bringing total cumulative investment capital to US$7.04 billion across 300 projects. Vietnam is one of the largest foreign investors in Laos. Many projects operate effectively, contributing to Laos's socio-economic development, creating jobs and increasing incomes for thousands of workers, and supplementing the state budget, particularly in telecommunications, banking, energy, mining, rubber, and food processing.
Cooperation between the two legislative bodies has consistently received major attention from successive generations of parliamentary leaders. The two sides regularly exchange experience and support each other in drafting constitutions and legal systems; streamlining the organizational structures, functions, and duties of parliamentary committees; training experts and specialists; and coordinating with governments and front organizations on domestic and foreign affairs.
Mutual support at regional and international forums has contributed significantly, alongside political systems, to building and developing a socialist rule-of-law state of the people, by the people, and for the people in each country.
Through delegations exchanged at various levels, the signing of cooperation agreements, and the ratification of inter-governmental cooperation pacts, the National Assemblies of Vietnam and Laos have forged a distinctive characteristic in their relations.
In 2025, the two legislatures coordinated to compile and publish the book titled "50 Years of Relations Between the National Assembly of Vietnam and the National Assembly of Laos - Comprehensive Cooperation and Development" to commemorate major anniversaries of the two nations.
The visit by Lao National Assembly President Sonexay Siphandone and his spouse seeks to consolidate the close and trusting relations between high-ranking leaders and the parliaments of both countries in the new term; enhance the role of parliamentary diplomacy in boosting bilateral cooperation; strengthen coordination in legislative work, supervision, and decision-making on vital national issues; and push for the effective implementation of high-level agreements.
It also aims to resolve bottlenecks in socio-economic cooperation, reform state apparatuses, fine-tune legal systems, and deal with regional and international issues of shared concern. Furthermore, the visit will enhance coordination at the ASEAN Inter-Parliamentary Assembly (AIPA), the Inter-Parliamentary Union (IPU), and other international parliamentary forums, contributing to elevating the roles and standing of both parliaments.
Additionally, the visit helps step up communication on the special solidarity tradition between Vietnam and Laos, thereby raising awareness among all strata of the people, especially the younger generation, about the strategic significance of bilateral ties, leading toward the celebration of the 65th anniversary of Vietnam - Laos diplomatic relations (1962-2027) and the 50th anniversary of the signing of the Vietnam - Laos Treaty of Amity and Cooperation (1977-2027).
