#14th National Party Congress

With the foundation already established, along with strong political will, high determination, and the unity and consensus of the entire Party, the entire people, and the entire army, the Party chief showed his belief that the development goals and aspirations set out in the Resolution of the 14th National Party Congress will soon come true, ushering the country into a new phase of faster, more sustainable, and more comprehensive development.

The outcomes of the plenum will form the “legal corridors,” “operational rules,” “disciplinary principles,” and “standards of conduct” necessary to bring the 14th National Party Congress’s Resolution into life and advance the country’s long-term strategic goals toward 2030 and 2045.

PSNews – At the Command Information Center of the Hanoi Municipal Police Department, all commanders, duty officers and technical staff are always at a high level of combat readiness during the 14th National Party Congress. Based on decisive commands and short conversations, the center operates in a smooth, precise and efficient manner.

For the 2026–2030 period, key targets for Vietnam include average annual GDP growth of at least 10%; per-capita GDP of about 8,500 USD by 2030; manufacturing and processing accounting for roughly 28% of GDP; the digital economy contributing around 30% of GDP.

Addressing the congress on behalf of the 14th Party Central Committee, General Secretary To Lam expressed profound gratitude for the trust and confidence placed in him, describing it as a great honour and a heavy responsibility before the Party, the people and the nation.

At the closing session of the 14th National Party Congress on January 23 afternoon, Politburo member, Chairman of the National Assembly Tran Thanh Man, on behalf of the Congress’s Presidium, reported on the results of the election of the Political Bureau.

The Congress discussed and approved the number of the members of 14th Party Central Committee, consisting of 180 official and 20 alternate members.

The 14th National Congress of the Communist Party of Vietnam officially opened on January 20, 2026 at the National Convention Centre in Hanoi. The event gathers 1,586 delegates representing over 5.6 million Party members nationwide.

On the morning of January 21, the 14th National Party Congress held a plenary session to discuss important documents. During the session, General Luong Tam Quang, Member of the Politburo, Secretary of the Central Public Security Party Committee, and Minister of Public Security delivered a presentation themed “The Public Security Forces’ Implementation of the Party's Three Strategic Goals: Peace and Stability; Sustainable, High-Quality Development; and Improvement of All Aspects of People’s Lives”.

Dr. Scagliotti stressed that international organisations and investors increasingly view Vietnam as a bright spot in the global growth landscape. With the CPV’s firm, decisive leadership and long-term strategic vision, Vietnam has emerged as a frontrunner in digital transformation and infrastructure development, while also being recognised as a reliable economic partner.

Ensuring absolute security and safety for the 14th National Congress of the Communist Party of Vietnam is a task of special political importance. Units and forces under the Ministry of Public Security and the Hanoi Public Security have been deploying measures with a proactive mindset—starting early, preventing risks from afar, and implementing multi-layered, interconnected, and closed-loop protection.

Regarding the practical foundations for achieving the economic growth goal, Vice Chairman of the Party Central Committee’s Commission for Policies and Strategies Nguyen Anh Tuan noted that, built on existing achievements and the nation’s aspiration for renewal and advancement, Vietnam possesses sufficient conditions, potential, and policy space to realise this goal.

The Hanoi Municipal Police Force proactively deployed synchronized and drastic measures to ensure absolute security and traffic safety for the opening session of the 14th National Party Congress which took place at the National Convention Center  on January 20.

The political and ideological work must be deeply embedded across all sectors, regions and development agendas, from socio-economic affairs and culture to national defence – security, to become an intrinsic driver of sustainable development, supporting the pursuit of double-digit growth targets and unceasingly improving people's living standards.

Attending the congress are 1,586 delegates representing more than 5.6 million Party members nationwide. Of these, 163 are ex officio delegates (accounting for 10.28%); 353 are elected delegates (22.25%); and 1,070 are appointed delegates (67.47%).

The Political Report is not merely an appeal but an action-oriented and highly feasible document designed to build consensus within the Party and across society to realise targets, especially strategic breakthrough ones.

As many as 1,586 delegates, representing more than 5.6 million Party members nationwide, are attending the 14th National Congress of the Communist Party of Vietnam, which officially opened on the morning of January 20.

The Ministry of Foreign Affairs will create the most favorable conditions for international journalists to cover the 14th National Party Congress so that information on the Congress and its outcomes can be conveyed to the rest of the world in a comprehensive and objective manner.

The 14th National Party Congress is a momentous event for the country and a historic turning point toward the 100th founding anniversary of the Party (February 3, 1930-2030), concentrating the will, aspirations, and determination of our entire Party, people, and armed forces with the spirit of strategic self-reliance, self-strengthening, and confidence to advance strongly into a new era, for a peaceful, independent, democratic, prosperous, civilised, and happy Vietnam steadily progressing towards socialism.
