Intensive Watch On the Screen
At 11:00 PM on January 19, we visited the Command Information Center of the Hanoi Municipal Public Security — a section likened to the "brain" of the city’s police force. This facility plays a vital role in ensuring security and order of the city during the 14th National Party Congress.
Upon our arrival, Senior Colonel Nguyen Tien Dat, Deputy Director of the Hanoi Municipal Police Department, and the team of duty officers were still intensely focused their eyes on their monitors. There were hundreds of screens of various sizes, displaying real-time high-definition pictures from a sophisticated camera network of major traffic routes, key areas and protected sites across the capital.
Maintaining his focus on every frame and communication signal, the Deputy Director issued orders to security posts, ensuring that all security plans were executed in a synchronous and efficient manner. All duty officers were working with a high sense of responsibility and vigilance in order to deny any security scenarios, even the smallest one, from occurring.
"For us, our work duty at this center is more than a routine task; it is our strong commitment to a peaceful and absolutely safe capital during this historic national event," said Lieutenant Colonel Nguyen Trung Kien, Head of the Command Information Center.
According to Lieutenant Colonel Nguyen Trung Kien, the Command Information Center assists the Chief of the Advisory Office in arranging the city's police force to positions of duty command and operation duty. It serves as the central hub of receiving, processing, transmitting and storing all security-related information, supporting the Board of Directors with accurate and timely data to make decisions.
In normal circumstances, the center actively deploys advanced scientific and technical applications to manage security operations in the city. This includes analyzing and dispatching "113" Emergency Police and Firefighting & Rescue (114) units to handle urgent situations reported by citizens regarding security, order, fires, or explosions.
Additionally, the center also monitors and summarizes press and media reports on the capital police’s work; receives comments on security and the conduct of officers posted by citizens on the official Hanoi Police Facebook page and reported by citizens via the duty hotline. It later advises specialized units on resolution; guides local-level police units to follow duty protocols and make daily and weekly reports to the Ministry of Public Security and city leadership. It is also responsible for providing information on results of ensuring public order and security in the city on the portal.
As Hanoi is the focal point of the nation’s most significant political event, the entire political system and the capital’s armed forces are place in the highest level of readiness to firmly protect the 14th National Party Congress. The pressure on the officers at the Command Information Center has intensified accordingly.
From the very first minutes of the 14th National Party Congress, the operational tempo at the center reached its peak. Duty officers got, analyzed and handled all phone calls, video footage and data stream from key routes and protected targets in a fast and precise way. The entire system operates with a rhythmic, scientific urgent manner, showing the political determination of the Hanoi Police Force to ensure the absolute safety of the nation’s "significant event".
Serving as the "Intelligence Hub"
Alongside frontline forces operating in the field, officers and technical staff at the Command Information Center of the Hanoi Municipal Police Department have been placed in the highest level of combat readiness. Operating 24/7, the duty staff and duty command continuously analyze camera feeds, communication signals, and data from key routes and strategic areas to provide timely guidance for all relevant forces to implement security plans. The center’s efforts contributed to the protection of security and absolute safety of the official opening of the 14th National Party Congress.
Before the 14th National Party Congress, following the directives of the Ministry of Public Security and Hanoi city’s leadership, the local police force had deployed comprehensive plans to ensure security and traffic order in the city. Every phase, from plan briefing to personnel deployment, was carried out in a synchronous and scientific manner with the aim of ensuring absolute safety for the 14th National Party Congress. Additionally, the Hanoi Municipal Police Department had also launched a series of specialized plans to suppress crime and social evils.
Undertaking a silent yet decisive mission on the frontline, the Command Information Center serves as the vital command center that links police units, analyzes data and directs all forces to execute security and order plans before and during the 14th National Party Congress. Based on real-time visual data and information, the center maximizes its function as an "intelligence hub," enabling rapid coordination of forces, adjustment of plans and timely handling of any arising situations.
Every piece of data and every signal is meticulously noted and precisely analyzed without any mistakes, even the smallest one. With its pivotal position, the Command Information Center continues to affirm its role as a core, indispensable force in the mission of protecting national security and ensuring social order in the capital.
With its pivotal and essential role, the Command Information Center of the Hanoi Municipal Police Department also plays a key role in crime prevention and protection of national security. Behind rows of constantly glowing monitors is the silent dedication and the high sense of responsibility of officers and staff of the center.
