While performing their duties, all participating police officers upheld the spirit “proactivity preventing any negative early and from afar, avoiding a strategic surprise or disadvantage in any situation”.

In spite of the rain in the early morning,  officers from the Traffic Police Division, the Mobile Police Devision, the Firefighting and Rescue Division as well as ward police stations and other forces were stationed along the routes where delegate convoys passed by, such as Kim Ma, Dao Tan and Lieu Giai streets, and the meeting place of the National Convention Center.

In coordination with military forces, the local police also ensured security, order and traffic safety for the solemn opening of the 14th National Party Congress and related activities on the second working day.

Key arteries leading to the National Convention Center, including Pham Hung, Tran Duy Hung, Ho Tung Mau, Thang Long Avenue and the My Dinh bus station area, were intensively guarded with security checkpoints.

The Hanoi Traffic Police Force played a core role in guiding traffic flows to ensure safe and smooth traffic on the routes leading to the National Convention Center and the surrounding areas.

Lieutenant Colonel Pham Van Chien, Chief of Road Traffic Police Team No. 6 under the Hanoi Municipal Police, stated that his team had been entrusted to ensure traffic order and security on main routes in Tu Liem Ward. The command of Team No. 6 had proactively developed and deployed a comprehensive plan as well as mobilized maximum personnel and machinary to safeguard the main roads in the designated area.

“The unit has deployed personnel at checkpoints, key areas and roads with heavy traffic to ensure traffic order and safety during the congress. In addition to mobile patrols and traffic control, the traffic police team receive support from the Smart Traffic Control Center with an AI camera system to promptly detect and handle incidents”, Major Pham Van Chien said.

With the protection of the 14th National Party Congress being seen as a central political task, the Tu Liem Ward Police Station has mobilized all personnel and means and increased patrols to fully safeguard the area. Patrol teams operated around the clock along streets, across residential areas and key locations to promptly detect and prevent legal violations, denying any security incident.

According to Colonel Le Xuan Hanh, Head of the Tu Liem Ward Police Station, the unit has increased inspections of temporary residence registration, especially at lodging facilities for foreigners. Hotels for delegates to the congress are intensively guarded. The local police have already carried out law dissemination drives and checks of all local lodging facilities, requesting the owners to strictly comply with the Party and State's policies and laws on declaration of temporary residency.

Meanwhile, the local police conducted patrols on local routes, reminding citizens to strictly observe the Road Traffic Law, urban order, urban civility and environmental sanitation, contributing positively to the success of the 14th National Party Congress, said Colonel Le Xuan Hanh.

Earlier, the Hanoi Police Department had held drills and deployed an overall personnel arrangement plan to ensure security and order for the 14th National Party Congress. According to assessments of the drills, the local police’s security protection and traffic plans had been developed methodically and scientifically, following directives from the Ministry of Public Security, the Municipal Party Committee and People's Committee.

To ensure security and traffic safety in key areas during the 14th National Party Congress, held from January 19 to 25 at the National Convention Center, the Hanoi Municipal Police Department has announced the traffic rearrangement plans for many key routes across the city.

As the ciry police have effectively been implementing security and traffic plans beforehand, the 14th National Party Congress is taking place in a secure and safe manner while maintaining traffic order and social stability in the capital city.
