Attending the congress are 1,586 delegates representing more than 5.6 million Party members nationwide. Of these, 163 are ex officio delegates (accounting for 10.28%); 353 are elected delegates (22.25%); and 1,070 are appointed delegates (67.47%).

The 14th National Congress of the Communist Party of Vietnam (CPV) officially opened at the National Convention Centre in Hanoi on the morning of January 20.

Attending the congress are 1,586 delegates representing more than 5.6 million Party members nationwide. Of these, 163 are ex officio delegates (accounting for 10.28%); 353 are elected delegates (22.25%); and 1,070 are appointed delegates (67.47%).

Male delegates number 1,285, making up 81.02%, while female delegates total 301, or 18.98%. Delegates from ethnic minority groups number 167, accounting for 10.53%. There is one delegate who is a Hero of the People’s Armed Forces (0.06%); ten delegates who are Meritorious Teachers (0.63%); ten delegates who are People’s Physicians and Meritorious Physicians (0.63%); and three delegates who are People’s Artists and Meritorious Artists (0.19%).

The Congress was also attended by invited guests. Of the 205 domestic invitees, there were 128 former leaders of the Party, the State, the Vietnam Fatherland Front, and members (official and alternate) of the Party Central Committee from the fourth to the eighth tenures. There were also 16 deputy heads and members of the Inspection Commission who are currently working but are not members of the 13th Party Central Committee. Forty-one were former deputy heads of Party commissions at the central level; secretaries and deputy secretaries of the Party committees, and chairpersons of the People’s Councils and People’s Committees of provinces and cities; and heads of the Party committees directly subordinate to the Party Central Committee who retired early or upon reaching retirement age in 2025 due to mergers, and not meet the age requirement for re-election. Twenty other invitees included Heroic Vietnamese Mothers, intellectuals, artists, religious figures, and exemplary young people. Also attending the Congress were 111 ambassadors, chargés d’affaires, and heads of representative offices of diplomatic missions and international organisations in Vietnam.

At the opening session, Politburo member and Prime Minister of the Socialist Republic of Vietnam Pham Minh Chinh, on behalf of the Presidium, presided over the session.

Politburo member and President of the Socialist Republic of Vietnam Luong Cuong on behalf of the Presidium, delivered the opening address of the congress.

General Secretary of the 13th Party Central Committee To Lam presented the report of the 13th Party Central Committee on the documents submitted to the 14th National Party Congress.

On behalf of the Congress’s Secretariat, Bui Thi Quynh Van, member of the Party Central Committee and Vice Charwoman of its Organisation Commission, presented the first announcement on congratulatory messages sent by political parties, organisations, international friends, and overseas Vietnamese to the 14th National Party Congress. Accordingly, as of January 19, the Congress had received a total of 559 congratulatory letters and messages. These included greetings from 109 political parties, six international and regional organisations, 16 individuals, 122 people’s organisations, and 306 associations of overseas Vietnamese.

Representing the Congress’s Presidium, Politburo member and PM Pham Minh Chinh expressed sincere thanks for the friendship, cooperation, support and valuable assistance that foreign political parties, organisations, and international friends have extended to the Communist Party of Vietnam and the Vietnamese people.

The PM stressed that the CPV continues to consistently implement the set foreign policy, enhancing friendship and cooperation with countries, political parties, organisations, and friends around the world, thereby contributing to peace, national independence democracy, and social progress globally.

Politburo member and Standing member of the 13th Party Central Committee’s Secretariat Tran Cam Tu presented a report reviewing the leadership and direction of the 13th Party Central Committee.

In the afternoon, delegates held sessions within their delegations to discuss the Congress's documents.
