Code of conduct on social networks introduced in Vietnam

The Ministry of Information and Communications has introduced a code of conduct on all social media platforms which became effective from June 17 as part of efforts to create a safe and healthy virtual environment for internet users nationwide.

The code of conduct primarily focuses on organisations and individuals using social networks and social network service providers. It is being implemented with the aim of ensuring civil liberty, granting users the freedom to run their businesses, and no discrimination between domestic and foreign service providers. This is in line with international standards, international practice, and treaties to which the nation is a signatory.

The move is designed to develop ethical standards for behaviours on social networks, whilst also educating and developing positive habits for social network users, thereby contributing to building a healthy and safe online environment.

The code of conduct calls on all organisations and individuals to share information from official and reliable sources, whilst also behaving in ways that match traditional Vietnamese moral and cultural values.

The document also requests that organisations and individuals don’t use words which incite hatred or trigger violence, along with gender and religious discrimination, whilst they should not publish contents which violates legal regulations or information which is defaming to others. In addition, they should not spread fake news or false information and should not conduct illegal advertising which impacts social order and safety.

Organisations and individuals should use their real name when registering for the use of social networks, whilst also registering with their service provider to certify their names, website addresses, and contact.

It incentivizes social media users to optimise the networks to promote Vietnamese land, people, and culture, whilst educating and protecting children and teenagers in the online world.

Organisations and individuals using social networks, and service providers are encouraged to fully abide by the code of conduct and popularise it to other users.
