Vietnam's top leader concludes official visit to France

The State visit to Vietnam by King of Thailand Maha Vajiralongkorn Phra Vajiraklaochaoyuhua and Queen Suthida Bajrasudhabimalalakshana holds not only political significance but also serves as a continuation of the friendship and close ties between the Thai Royal Family, Government and people and the Vietnamese Government and people.

General Secretary and President To Lam said Vietnam is entering a new stage of development, which requires the country to remain steadfast in its principles and inherit past achievements while making stronger breakthroughs in thinking and action to pursue fast and sustainable development.

The top legislator asked Dai bieu Nhan dan to continue with strong, substantive, comprehensive and in-depth innovation while modernising its operations to meet the requirements of organisational reform and restructuring.

Thanking President Ndayishimiye and the Burundi Government for supporting the effective operation of Lumitel, the telecommunications joint venture of Vietnam’s Viettel Group in Burundi, Prime Minister Le Minh Hung proposed that Burundi continue facilitating Lumitel’s participation in e-government and digital transformation projects, while enabling it to expand investment and business activities, making it a symbol of bilateral cooperation.

​The working trip reaffirmed Vietnam's foreign policy of proactive and active integration into the world, and multilateralisation and diversification of external relations. It also helped to strengthen ties with partners, broaden avenues for cooperation, and enhance Vietnam's role and standing at regional and global multilateral mechanisms.

Affirming that Saudi Arabia is one of Vietnam’s most important partners in the Middle East, PM Hung expressed his pleasure at the positive development of bilateral relations in recent years, and voiced his wish to work with Saudi Arabia to further develop the bilateral relationship in a more effective and substantive manner, for the benefit of the two countries' people.

Vietnam's own development model centres on people, institutional reform, modern governance and science and technology, while ensuring harmony among economic growth, social equity and environmental protection, PM Hung said, affirming that Vietnam stands ready to work with BRICS in a spirit of responsibility, goodwill and substantive cooperation to create a peaceful, prosperous, sustainable and inclusive future for all countries and people.

The meetings and exchanges helped strengthen political trust, bilateral cooperation and coordination at multilateral forums, while creating further momentum for Vietnam’s relations with partners and helping seize opportunities for national development.

At a meeting with staff of the Vietnamese Embassy and representative agencies in New Delhi on September 13, PM Hung said that officials and employees working overseas must firmly grasp the Party’s new mindset and policies on foreign affairs as well as overseas Vietnamese affairs, including the Politburo's Resolution No. 23-NQ/TW on overseas Vietnamese.

Vietnam actively and responsibly participates in the WTO’s agenda and supports its coordinating role in promoting inclusive and balanced global trade for peace, cooperation and development, while effectively responding to global challenges, said Prime Minister Le Minh Hung.

Vietnam and India are among the world's fastest-growing economies and have highly complementary strengths, with substantial untapped potential for cooperation. They expressed determination to step up measures to achieve the target of 25 billion USD in bilateral trade at an early date and facilitate market access for products from both countries, particularly pharmaceuticals, agricultural products, fisheries and livestock products.

Vietnam always attaches importance to its special friendship with Cuba, closely follows the situation in the Caribbean island nation, shares difficulties and challenges with Cuba, and stands ready to provide support within its capacity, said Prime Minister Le Minh Hung.

Vietnam's participation in the 18th BRICS Summit in India further reflects its consistent foreign policy of independence, self-reliance, self-strengthening, peace, friendship, cooperation and development; multilateralisation and diversification of external relations; and proactive, active, comprehensive, extensive and effective international integration.

Vietnam and France reaffirmed the importance of maintaining peace, security, and stability in the East Sea and of full respect for the 1982 United Nations Convention on the Law of the Sea (UNCLOS).

General Secretary and President Lam stressed that while the experts work in different fields, they all share a fundamental common view that Vietnam can achieve rapid, sustainable growth and greater self-reliance only by building robust scientific and technological capacity and fully pooling the brainpower of Vietnamese talents at home and abroad.

Vietnam and France need to make full use of their respective strengths, capitalise on their complementary advantages, elevate strategic areas of cooperation to a higher level, and establish new frameworks for bilateral cooperation, General Secretary of the Communist Party of Vietnam (CPV) Central Committee and President To Lam suggested.

General Secretary of the Communist Party of Vietnam (CPV) Central Committee and President To Lam and French President Emmanuel Macron agreed to effectively implement existing cooperation mechanisms, and explore deeper sectoral cooperation to meet development needs in the new context.

General Secretary and President To Lam met with leaders of Serbia, the Republic of the Congo, Bulgaria, Finland, Luxembourg and the European Commission on September 10 on the sidelines of the International Space Summit in Paris to advance cooperation with key partners.

A welcome ceremony for General Secretary of the Communist Party of Vietnam (CPV) Central Committee and President To Lam and his spouse was held with full state honours at the Invalides in Paris on the afternoon of September 10 (local time).

The two leaders agreed to actively exchange all-level delegations, soon establish new cooperation mechanisms commensurate with the level of bilateral ties, and effectively implement the Vietnam-France Action Plan for 2026-2028. They concurred to continue strengthening cooperation in defence and security, United Nations peacekeeping operations, and in preventing and combating organised transnational crime, among other areas.
