The content of the letter has been translated into English as follows:

In recent times, through its efforts in grasping the local situation and deploying synchronous professional measures, the Khanh Hoa Provincial Police Department promptly detected and arrested Omokeev Ulubek (born in 1978, Kyrgyzstani national), who has been wanted by INTERPOL for trafficking a large volume of narcotics, approximately 670 kg of Afghan heroin, concealed within candy and jam products.
