The Ministry of Public Security (MPS) held a groundbreaking ceremony for the PVF Stadium, part of the PVF Youth Football Training Center complex, on the morning of October 19, 2025, in Hung Yen province.

The event was honored by the presence of Party General Secretary To Lam. Member of the Politburo and Minister of Public Security General Luong Tam Quang chaired the ceremony.

Also in attendance were Chairman of the Central Inspection Commission Nguyen Duy Ngoc, Chairman of the Central Theoretical Council and President of the Ho Chi Minh National Academy of Politics Nguyen Xuan Thang, Permanent Member of the Party Congress Document Subcommittee for the 14th National Congress Nguyen Van Nen, Deputy Prime Minister Le Thanh Long, Vice Chairman of the National Assembly Tran Quang Phuong, Minister of National Defence General Phan Van Giang, Secretary of the Hung Yen Provincial Party Committee Nguyen Huu Nghia and Deputy Minister of Public Security Senior Lieutenant General Pham The Tung, among others.

In his remarks, Minister Luong Tam Quang underscored that the groundbreaking ceremony for PVF Stadium was a practical activity of the People’s Public Security Forces to welcome the 14th National Congress of the Communist Party of Vietnam as well as to deploy the Public Security Forces’ patriotic emulation movement themed “The Three Bests: Most Disciplined – Most Loyal – Closest to the People”, in line with General Secretary To Lam’s instructions at the 8th Congress of the Public Security Central Party Organization.

The minister affirmed that the PVF Stadium project, part of the Public Security Sports Complex, is an important cultural and sporting project, contributing to realizing the aspirations for the development of high-record sports of the Public Security Forces and the country as a whole.

The project is expected to give people an additional access to play sports and do exercise in a modern facility, contributing to improve the public health and promote the national movement “All People Practice Physical Training Following the Example of Great President Ho Chi Minh”, as well as cementing the close bonds between the Public Security Forces and the people.

Minister Luong Tam Quang urged the project management board to work closely with consulting, design, construction and supervisory units, mobilize modern equipment and advanced technology, select experienced experts for the project while ensuring the quality and architectural aesthetics of the project, seriously observing the working safety and environmental protection regulations,  and completing it prior to the deadline.

At the ceremony, General Secretary To Lam, Minister Luong Tam Quang and other senior Party and State leaders joined the groundbreaking event, officially launching the PVF Stadium construction project in the PVF Youth Football Training Center complex.
