The 10 laws include the Law on the Security Guard Force; the Law on Entry, Exit, Transit and Residence of Foreigners in Vietnam; the Law on Exit and Entry of Vietnamese Citizens; the Law on Residence; the Law on Identity; the Law on Forces Participating in the Protection of Security and Order at the Grassroots Level; the Law on Road Traffic Order and Safety; the Road Law; the Law on Management and Use of Weapons, Explosives and Combat Gear; and the Law on Fire Prevention, Firefighting and Rescue.

Member of the Party Central Committee and Deputy Minister of Public Security Senior Lieutenant General Le Quoc Hung, Deputy Head of the Editorial Board for the draft law, chaired the meeting.

The meeting was attended by representatives from relevant ministries, branches and agencies, as well as leaders of under-ministerial functional departments.

In his opening remarks, Deputy Minister Le Quoc Hung noted that on June 16, 2025, the National Assembly passed Resolution No. 203/2025/QH15 amending and supplementing a number of articles of the Constitution and the Law on the Organization of Local Governments.

He highlighted that the resolution has officially abolished the district-level government and adopted a two-tier local government model comprising the provincial or municipal level government and its unique lower-level government of the commune, ward or special zone, which effectively operates from July 1, 2025.

At the meeting, Director General of the Department of Legal Affairs and Administrative–Judicial Reform Major General Pham Cong Nguyen briefed delegates on key contents of the draft law, focusing on the necessity of revising the 10 laws in accordance with the structure of the state apparatus and the new two-tier local government model.

After a frank and open discussion session, delegates generally reached consensus on the legislative approach and key contents of the draft law.

They also gave comments on specific amendments and supplements to each law to ensure alignment with the restructured administrative system and the broader legal framework so as to meet the urgent requirements of governance in the new context.

Concluding the meeting, Deputy Minister Le Quoc Hung assigned the Editorial Board to acknowledge delegates’ opinions and ideas to further refine the draft law and complete related documents in accordance with the Law on the Promulgation of Legal Documents, so as to early send the draft law to the Ministry of Justice for appraisal.

He also encouraged all members of the Editorial Board to continue studying and contributing input to further perfect the draft law in the coming time.
