Security and law enforcement cooperation: A key pillar of Vietnam-India relations

On May 6, in New Delhi, General Lương Tam Quang, Member of the Politburo and Minister of Public Security, met with Mr. Bandi Sanjay Kumar, India's Minister of State for Home Affairs. The meeting took place during the state visit of General Secretary and President Tô Lâm and a high-ranking Vietnamese delegation to India.

During the meeting, Minister Lương Tam Quang emphasized that Vietnam and India share a robust traditional friendship. This bond was meticulously cultivated by President Hồ Chí Minh and India’s founding leaders, Mahatma Gandhi and Jawaharlal Nehru, and has been nurtured by successive generations of leaders and citizens.

Since the official establishment of diplomatic ties in 1972, the two nations have built a significant foundation for cooperation. This has been maintained through effective high-level delegation exchanges and implementation of key mechanisms and agreements tailored to each country’s interests.

The state visit by General Secretary and President Tô Lâm marks the 10th anniversary of the "Vietnam-India Comprehensive Strategic Partnership" (2016–2026). This visit underscores a strong commitment from both sets of leaders to upgrade and establish a new framework for relations that is comprehensive, deep, substantive, and effective.

On the foundation of this partnership, security and law enforcement cooperation have emerged as vital pillars. Recent highlights include: Regular high-level contacts and sharing of mutual concerns, active information exchange regarding cybersecurity and criminal activities and the successful hosting of the first-ever Cybersecurity Policy Dialogue in Hanoi on January 30, 2026.

India's Minister of State for Home Affairs, Bandi Sanjay Kumar, expressed high consensus with Minister Lương Tam Quang’s assessments. To deepen the relationship between the Vietnamese Ministry of Public Security and the Indian Ministry of Home Affairs, Mr. Kumar proposed several key initiatives:

Delegation Exchanges: Establishing cooperation in security, counter-terrorism, anti-rioting, social order maintenance, border management, and disaster response.

Combatting Transnational Crime: Strengthening joint efforts against crimes affecting both nations, particularly in cybersecurity and high-tech crime.

Technological Innovation: Researching cooperation in the security industry, digital transformation, and the application of Artificial Intelligence (AI) to ensure social order and security.

Capacity Building: Setting up programs for training, expertise sharing, and professional development for officers.
