The Secretariat of the Party Central Committee held a conference on the morning of July 6, in Hanoi, to study Directive No. 23-CT/TW issued on May 25, 2023 by the Secretariat of the Party Central Committee on strengthening the leadership of the Party in the work of ensuring traffic order and safety in the new situation (referred to as Directive 23).
The conference was held at the Hall of the Ministry of Public Security in Hanoi and connected online to headquarters of the 63 provinces and centrally-run cities as well as headquarters of districts.
Addressing the conference, Minister To Lam stated that the work of ensuring traffic order and safety is a very important as it directly affects national socio-economic development, security and order, human security and safety across the country.
With the highest goal of protecting people's lives, health and property, and bringing peaceful life and happiness to the people, the Party and State have paid great attention to the development of traffic infrastructure and issued various policies to ensure traffic safety over the past years.
In 2003, the Secretariat released Directive No. 22 on strengthening the leadership of the Party in ensuring traffic safety while Directive 18 and Directive 23 were issued respectively in 2012 and 2023 to strengthen the Party’s leadership of the work.
The conference listened to 13 reports deeply analysing the situation and evaluating the work in the past time.
The reports also showed high consensus and high determination to implement Directive No. 23 of the Secretariat.
Speaking at the conference, Politburo member, Permanent Secretary of the Secretariat and Head of the Party Central Committee’s Organizational Commission Truong Thi Mai suggested that traffic police forces should synchronously implement measures and solutions articulated in Directive 23 as well as strictly implement the Party's guidelines, the laws of the State.
She requested that police officers and Party members should uphold their sense of responsibility and role-model for in maintaining traffic safety.
Ms. Truong Thi Mai also recommended that the legal system should soon be completed, saying that the National Assembly will consider and approve two law projects, namely the Law on Road Traffic and the Law on Road Traffic Safety.
