The 8th Congress of the Public Security Central Party Organization officially opened on the morning of October 4, in Hanoi. Party General Secretary To Lam attended and delivered a keynote speech at the congress.

The congress was also attended by State President Luong Cuong, Prime Minister Pham Minh Chinh, National Assembly Chairman Tran Thanh Man, along with former and incumbent leaders of the Party, the State, the Vietnam Fatherland Front, Central agencies, ministries and, the six centrally-run cities as well as former and current leaders of the Public Security Central Party Committee and the Ministry of Public Security.

Delivering the opening remarks, Minister Luong Tam Quang affirmed that the Congress held important missions: to review the implementation of the Resolution of the 7th Congress of the Public Security Central Party Committee; to outline orientations, goals, targets, tasks and strategies for safeguarding national security, ensuring social order and safety and building the Public Security Central Party Organization in the next five years; to give comments on the draft documents to be submitted to the 14th National Party Congress; and to elect a delegation of the Public Security Party Organization to attend the 14th National Party Congress.

Addressing the Congress, on behalf of the Party and State leaders, General Secretary To Lam praised the Public Security Central Party Organization and the Public Security Forces for their outstanding achievements over the past five years.

The General Secretary emphasized that the Public Security Forces should continue to play their pioneering and exemplary role, serving as one of the core forces, in implementing the Party’s guidelines and major strategies, particularly the Resolution of the upcoming 14th National Party Congress, to drive the country into a new era of prosperity and development.

Underscoring the importance of fostering a peaceful and stable environment and building a disciplined, safe and healthy society as the foundation to successfully realize the Resolution of the 14th National Party Congress and the Party’s two centennial strategic goals, General Secretary To Lam instructed the Public Security Forces to further strengthen their comprehensive capabilities for national security and social order.

He stressed that the Public Security Central Party Committee should attach great importance to Party building and force building, with the goal of completing the building of clean, strong, regular, elite and modern Public Security Forces by 2030.

The General Secretary called on the Public Security Central Party Committee to launch the “Three Bests” (Most Disciplined – Most Loyal – Closest to the People) Emulation Movement across the Public Security Forces as a driving force for the forces to successfully implement the Resolution of the 8th Congress of the Public Security Central Party Organization and the Resolution of the 14th National Party Congress.
