Advisory work implemented “behind the scene” but important: Deputy Minister Le Quoc Hung

Member of the Party Central Committee and Deputy Minister of Public Security Senior Lieutenant General Le Quoc Hung chaired the first quarter briefing conference of the advisory and assistant bodies to the Public Security Central Party Committee (PSCPC) and agencies for Party-building and force building, on the afternoon of April 15, in Hanoi.

In Q1 2026, these bodies executed and successfully fulfilled 559 tasks, of which 327 were their essential taks,100 were ad-hoc and 232 were regular tasks.

Their tasks are grouped as follows:Advising PSCPC to organize the study of the Party Central Committee’s directives and resolutions; assisting the PSCPC and its Standing Board in issuing and deploying the 2026 work program, as well as in drafting concretizing the Party Central Committee’s directives into specific action plans for the PSCPC to lead the Public Security Forces in all areas of work; advising and assisting the PSCPC  in directing the Public Security Forces to ensure security and order for the elections of deputies to the 16th National Assembly and People’s Councils for the 2026–2031 term.

Assisting the Politburo’s Inspection Team No. 4 in their oversight of the PSCPC Standing Board; assisting the PSCPC in organizing numerous important conferences and seminars with high quality and punctuality; and accomplishing all regular functional duties.

At the conference, delegates expressed high consensus on the Q1 report as well as the main work orientation for Q2 2026.

They also discussed aspects of advisory work, pointing out shortcomings and their causes, drawing lessons, and recommending approaches to solve the remaining issues in the coming period.

Speaking at the event, Deputy Minister Le Quoc Hung affirmed that the quarterly briefing with the participation of all advisory and assistant agencies to the PSCPC has proved to be necessary and effective.

"Maintaining these briefings is essential to further improve working styles and standardize the work of the PSCPC’s advisory and assistant bodies, contributing to building truly clean, strong, regular, elite, and modern People’s Public Security Forces in line with Politburo Resolution No. 12," the Deputy Minister emphasized.

He noted that although the workload is massive and often conducted "behind the scenes," the advisory work plays a vital, strategic, and leading role. To meet the requirements of the current situation, he requested that advisory bodies deepen the quality of Party-building work.

Specifically, he requested the units accelerating the implementation of PSCPC Resolution No. 02; renovating inspection and supervision activities with a focus on overseeing the digital environment.

He urged the units to enhance the quality of education and training across the Public Security Forces by stepping up digital transformation in teaching and learning of all public security education and training institutions.

Deputy Minister Le Quoc Hung also called on relevant agencies to play a proactive efficient role in countering wrongful and hostile viewpoints, shifting from a reactive strategy to a preventive one. Furthermore, he encouraged mass organizations to carry out more meaningful activities that can result in a broad positive impact on society.
