Deputy Minister of Public Security Major General Nguyen Van Long, inspected the implementation of the 2022 amnesty at the Criminal Judgment Execution Agency of the Ninh Binh Provincial Police Department and Ninh Khanh Prison on August 9.
Major General Nguyen Van Long is also a standing member of the Advisory Council on Special Amnesty and head of the Steering Committee for Special Amnesty of the Ministry of Public Security.
Reporting to the Deputy Minister and his entourage, Deputy Director and Head of the Criminal Judgment Enforcement Agency of the Ninh Binh Provincial Police Department Colonel Tran Xuan Phu, and Superintendent of Ninh Khanh Prison Senior Colonel Tran Duc Phong, stated, after receiving the decision on amnesty from the President and guidance from the Advisory Council on Amnesty, the Ninh Binh Provincial Police Department drew up a plan to implement the decision while the prison wardenship posted information about the 2022 special amnesty on public bulletin boards, at prison cells, detention areas, libraries, visiting houses.
The prison staff also explained to inmates about the criteria and conditions for amnesty in 2022 so that inmates could contact themselves and write applications for amnesty.
The decision on special amnesty was strictly implemented, in accordance with the order and procedures, as dossiers were scrutinized in a public, transparent, objective, democratic manner, ensuring that only the inmates meeting the criteria and conditions are on the short list.
Up to now, the 3rd interdisciplinary appraisal team of the Amnesty Advisory Council has completed the examination and appraisal of the list and requests for amnesty of the criminal judgment execution agency.
So far, the Ninh Binh Provincial Police Department has had3 dossiers eligible for amnesty while Ninh Khanh Prison has had 93 eligible cases.
Speaking at the meeting, Deputy Minister Nguyen Van Long acknowledged the effort of the Ninh Binh Provincial Police Department and Ninh Khanh Prison staff in implemeting the President's decision on amnesty.
Deputy Minister Nguyen Van Long also requested the Criminal Judgment Execution Agency of the Ninh Binh Provincial Police Department and Ninh Khanh Prison staff to continue to review their lists of inmates to enjoy the special amnesty to ensure that no eligible case is missed out and no ineligible case is on the list.
The Director of the Ninh Binh Provincial Police Department and the Superintendent of the Prison are responsible for the implementation of the decision while the provincial police and Ninh Khanh Prison staff should continue spreading the policy of amnesty so that people could understand the meaning of amnesty and support it.
They should also encourage to-be-released inmates to reintegrate into the community and not commit offences again.
