As 96% of murders resulting from social conflict, MPS Minister suggests early discovering and untying knots of social conflict

The Government’s Steering Committee on Crime Prevention and Control (Steering Committee 138) and the National Steering Committee for Prevention and Fight against Smuggling, Commercial Fraud and Counterfeit Goods (Steering Committee 389) held a conference on July 23 to review their performances of tasks in the first half of 2020 and roll out new plans for the remaining months.

Speaking at the event, General To Lam, Politburo Member and Minister of Public Security, said that in the first 6 months of 2020, criminals took advantage of the complicated COVID-19 pandemic situations to intensify their activities with more violent and open ways and new tricks.

The police forces coordinated with relevant agencies and forces to seriously implement various measures to prevent and fight crime in line with the plans of the Steering Committee 138. As a result, most of the set targets have basically been completed.

Minister To Lam also noted several important tasks for the police forces in the time to come, including effectively and seriously implementing all major policies and plans of the Party, the State and the Government to ensure security and order, creating a favorable condition for socio-economic development.

Minister Lam highlighted that the Public Security Forces attached great importance to making laws, completing institutions, and building an orderly and disciplined society. “The Ministry of Public Security has focused on building the National Population Database, Law on Ensuring Road Traffic Order and Safety, Law on Participating Forces in Ensuring Security at Grassroots Level as well as on amending and supplementing the Law on Drug Prevention and Combat and Law on Residence,” stated Minister Lam.

The Minister of Public Security emphasized that nearly 96% of all murder cases rooted from social conflict such as personal clashes, long-lasting hatred among people. He also unveiled more than 81% of criminal offenders have no criminal records, and over 68% of them have no occupations. Many murder cases could have not happened if they had been detected early and prevented promptly. Therefore, Central agencies, ministries, branches and localities should coordinate closely with the police forces to deploy comprehensive crime prevention methods and untie the knots of social conflict to avoid them flaring into crime.

Regarding the deployment of professional policemen to communes, Minister Lam informed delegates at the event that the MPS had deployed 28,000 officers to take various positions at the police posts in 8,624 communes nationwide. The Ministry will continue to deploy some 17,000 more officers to the communal posts to ensure each commune has at least 5 police officers.

Regarding the development of the Crime Prevention Program for the period of 2021-2025, Minister To Lam requested relevant Central agencies, ministries, branches and local authorities to enhance their leadership and mobilize the whole political system and the society to join hands with the police forces in the fight against crimes, ensuring security and order for the celebration of the 75th anniversary of the August Revolution, the National Day and activities related to Vietnam’s ASEAN Chairmanship 2020.
