Member of the Party Central Committee and Deputy Minister of Public Security Senior Lieutenant General Le Quoc Hung attended and delivered a keynote speech at the meeting.

Reports presented at the meeting affirmed that the year of 2025 has seen a fluid security situation with complex developments in the  country as well as in the region and world, but the Public Security Forces’ foreign affairs sector has achieved many important results, contributing to elevating the position of the forces in the international arena.

Accordingly, in 2025, the MPS actively and effectively conducted high-level diplomatic activities and strategic security cooperation frameworks with major countries, key partners and ASEAN member states.

In addition, many proposals and initiatives put forward by Vietnam’s MPS were highly appreciated by the international community, helping to reaffirm Vietnam’s role as a proactive, active and responsible member in global security cooperation mechanisms.

On behalf of the Public Security Central Party Committee and the MPS leadership, Deputy Minister Le Quoc Hung commended and congratulated the Department of Foreign Relations on its outstanding achievements in 2025.

Deputy Minister Le Quoc Hung stressed that, as the global and regional situation continues to evolve in a rapid, unpredictable and complex manner, the Department of Foreign Relations should have a strong sense of proactiveness, innovation and farsighted plans, and combine between foreign affairs and the tasks of safeguarding national security, preventing and combating crime and building the Public Security Forces.

He requested the department to continue to effectively implement the Party’s and State’s guidelines, policies and orientations on foreign affairs, as well as the directions of the Public Security Central Party Committee and the Ministry of Public Security on implementation of the Party, State, National Assembly’s foreign affairs as well as the public security sector’s foreign relations, contributing to firmly safeguarding national sovereignty, interests and security.

The Deputy Minister also emphasized the need to further promote the role of the foreign affairs sector of the Public Security Forces, adding that the sector should make direct contributions to proactive security and to protecting the Fatherland from an early stage and from afar.

He called on the department to proactively expand relations and cooperation with law enforcement agencies of other countries, particularly comprehensive strategic partners, strategic partners, comprehensive partners and countries home to large Vietnamese communities.

Finally, Deputy Minister Le Quoc Hung requested proactive and substantive participation of the Vietnamese Public Security Forces in multilateral cooperation mechanisms, enhancing the position of the Public Security Forces in the international arena and increasing their contributions to international and regional issues.
