Speaking at the ceremony, Major General Dao Gia Bao, Director of the Department of Party and Political Work, Vice Head of the Organizing Board of the course, said that, in the recent years, the training and practices of public security regulations, shooting and martial art have received much attention from the Central Public Security Party Committee and leaders of the MPS, and public security agencies and units have gained various achievements in contests, competitions and sport events related to shooting and martial art.

He also underlined various shortcomings in training and practices of public security regulations, shooting and martial art. He pointed out that a number of officers, including leaders of agencies and units, were not aware of the role and position of training and practices of public security regulations, shooting and martial art; as a result, they did not seriously observe the discipline, directives or orders of the higher-level authorities, and held annual training drives in a formalistic manner bypassing the instructions of the MPS while checks and inspections were not carried out regularly.

Major General Dao Gia Bao said that the Department of Party and Political Work has advised the MPS to amend, supplement and integrate related contents into 4 circulars, namely 17, 18, 19 and 37, on public security regulations.

According to him, the Department has consulted agencies and units and completed 3 new circulars on the internal regulation, line-up regulation and set of ceremonials of the Public Security Forces, which will be introduced to agencies and units at training courses for comments. The organizers will also summarize all comments and opinions to submit to the Ministry leadership for approval.

The training course, which runs in 10 days, sees the attendance of 300 trainees, who are leaders of offices and officers specialized in the police regulation, military operation and martial art of northern provinces (from Ha Tinh to other provinces northward).
