Department of Legal Affairs and Administrative, Judicial Reforms rolls out new working plans

PSNews - The Department of Legal Affairs and Administrative, Judicial Reforms organized a conference on January 7 to review its task performance in 2018 and roll out new plans for 2019.

Senior Lieutenant General To Lam, Politburo Member, and Minister of Public Security attended and made a keynote speech at the event.

According to reports at the conference,in 2018, the department led various relevant agencies and units to drafting and submitted 4 bills to the National Assembly for approval, and recommended competent authorities to promulgate 6 decrees, 6 inter-sector circulars and 38 circulars on the implementation of laws and ordinances.

The department also underscored law dissemination and education, particularly by issuing guidance on the implementation of the scheme on strengthening law dissemination and education for people serving imprisonment penalties, people subject to judicial measures or administrative measures. 

It also supported newly released prisoners in reintegrating into the community, as well young offenders in the period of 2018 – 2021. In the field of international cooperation on laws, the department advised the higher authorities and effectively implement international treaties on extradition and transfer of prisoners, and crime prevention and combat between Vietnam and foreign countries. Especially, it successfully presented Vietnam's first National Report on the implementation of the UN Convention against Torture.

Speaking at the event, Minister To Lam recognized and praised the efforts and achievements gained by the department in 2018. He also instructed the department to promptly complete the bills that had been included in the agenda of the National Assembly in 2019 such as: Law on Criminal Execution (amended); Exit and Entry law of Vietnamese citizens; Law on Extradition ad Ordinance of Regional Police Force.

Minister Lam also asked the department to effectively implement the newly adopted laws, including the Law on Public Security Forces (amended), Law on Cybersecurity, Law on State Secret Protection. The Minister also asked the department to renew the contents and methods of legal dissemination and education as well as improve the quality and skills of officers in charge of legal dissemination.

The department should study and implement the bilateral and multilateral international treaties on crime prevention and combat, criminal justice assistance, and extradition and transfer of sentenced persons as well as promote administrative reforms in the Public Security Forces, focusing on administrative reforms to benefit organizations, businesses and individuals.
