The Department of Legal and Administrative and Judicial Reform under the Ministry of Public Security held a conference to review the sector’s task performance in the first 6 months of 2023, on the afternoon of July 11, in Hanoi.
Deputy Minister of Public Security Lieutenant General Le Quoc Hung attended and delivered a keynote speech at the conference, chaired by Director of the Department of Legal Affairs and Administrative and Judicial Reform Major General Pham Cong Nguyen.
The report at the conference stated that the department coordinated with relevant units to advise the leaders of ministries and the Government to submit four law projects to the National Assembly (NA) at its 5th sitting, and the NA had passed two law projects, commented on the two remainders.
The department also submitted the Minister one circular for signing and issuance while completing the draft of a joint circular and the draft of another circular.
Regarding international cooperation, the department advised the Ministry of Public Security and Government to sign agreements with other countries on extradition and transfer of persons serving prison sentences as well as submitted an agreement to the Prime Minister for approval, proposed the State President to authorize the signing of three agreements in the fields of extradition, transfer of people sentenced to prison with other countries.
The department also supervised the implementation of the United Nations Convention against Transnational Organized Crime, and participated in drafting an ASEAN agreement on extradition.
At the conference, delegates focused on analyzing and evaluating difficulties and obstacles to the development of legal documents, and made recommendations to draft legal documents more effective.
Regarding its major tasks in the last 6 months of 2023, Deputy Minister Le Quoc Hung suggested that the Department of Legal and Administrative Reform and Judiciary should organize conferences on the law project on forces participating in ensuring security and order at the grassroots levels and the draft of the Law on Identity Cards to submit to the 15th National Assembly for approval at the 6th sitting.
It should draw up a plan to realize other law projects in 2024, including Law on Prevention and Combat of Human Trafficking (amended); Extradition Law; Law on Transfer of People Serving Prison Sentences, Law on Fire Prevention and Fighting and Rescue; law amending and supplementing a number of articles of the Law on Residence.
