The Party organization of the Department of Organization and Personnel was established in October 2018 based on the merger of the Party organizations of the former Department of Organization and Personnel and the Department of Policies under the former Public Security General Department of Politics.

Since its establishment, the department’s Party organization has effectively advised the Public Security Central Party Committee and the leadership of the Ministry of Public Security to issue many important guidelines on re-arrangement and appointment of officers, protection of internal security, implementation of policies and insurance for all public security officers and soldiers.

It played a leading role in streamlining the organizational apparatus of the Public Security Forces for more effectiveness and efficiency.

According to General To Lam, all Party members of the department, especially those holding leading positions, should uphold their sense of responsibility and set examples in performing their assigned tasks.
