Deputy Minister Le Quoc Hung receives outgoing UNDP representative in Vietnam

Deputy Minister of Public Security Lieutenant General Le Quoc Hung, received UNDP Resident Representative in Vietnam Caitlin Wiesen, who paid a visit to the Ministry of Public Security to say goodbye to leaders of the ministry as she finished her term of office in Vietnam, on the afternoon of September 7, in Hanoi.

During the meeting Deputy Minister Le Quoc Hung stated that 2022 marks the 45th anniversary of Vietnam's accession to the United Nations (UN). He expressed his pleasure that the UNDP Country Program Document for Vietnam for the period 2022 - 2026 had been approved in February 2022, and that the Strategic Framework for Sustainable Development Cooperation in the 2022-2026 period between the Government of Vietnam and UN agencies in Vietnam had been signed in August.

The host stressed that these are important strategic documents guiding the cooperation between the Government of Viet Nam and the UN in achieving the UN Sustainable Development Goals.

Deputy Minister Le Quoc Hung affirmed that Vietnam always considers UNDP as a reliable international partner in all three areas: creating shared prosperity through economic transformation; responding to climate change and enhancing resilience to natural disasters and sustainable environment, and improving public administration capacity and perfecting the law.

He said, “We hope that UNDP will continue to accompany Vietnam in the post-COVID-19 socio-economic recovery with a green, sustainable, inclusive and innovative direction.”

Deputy Minister Le Quoc Hung expressed his belief that the UN in general and UNDP in particular will continue to provide great and practical assistance and support for Vietnam in the coming time.

Deputy Minister Le Quoc Hung emphasized that the Ministry of Public Security of Vietnam highly appreciates the practical support of the UNDP Viet Nam and Ms. Caitlin Wiesen personally in capacity building and experience sharing as well as in implementing and evaluating the practice of the UN Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment in the country.

He highlighted good results of a number of cooperation programs within the framework of the project "Strengthening the law and justice for Vietnam" and the Inter-ministerial conference on the prevention and combat of human trafficking in the Mekong River subregion.

In particular, the cooperation in the implementation of the UN Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment in Vietnam had achieved many positive results, demonstrating Vietnam’s commitment and the Vietnamese Public Security Forces’ effort to fulfill the country’s obligations as a member of UN conventions.

In order to continue promoting relations and cooperation between UNDP and Vietnam's Ministry of Public Affairs, Deputy Minister Le Quoc Hung suggested that UNDP will advise Vietnam on resource mobilization and policy so that the country can effectively implement and complete national program documents for Vietnam in the period of 2022 – 2026.

The deputy minister also request UNDP and other UN bodies to strengthen coordination with the country in implementing the Vietnam - UN Sustainable Development Cooperation Framework for the period 2022 - 2026, with priority given to natural disaster relief and rescue, forest fire control, climate change adaptability, digital transformation, and fight against illicit drug trafficking.

He suggested the UN and UNDP support the Ministry of Public Security of Vietnam to train and send officers to participate in UN peacekeeping operations.

Deputy Minister Le Quoc Hung affirmed that the Ministry of Public Security of Vietnam always creates favorable conditions for UNDP to continue implementing and expanding projects in Vietnam on the basis of conformity with the UN Charter, international law and the Vietnamese laws.

Sincerely thanking Deputy Minister Le Quoc Hung for the warm welcome, Ms. Caitlin Wiesen affirmed that she, regardless of her future position, will continue to do her best to promote relations and cooperation between UNDP and Vietnam in general and the Ministry of Public Security of Vietnam in particular.
