Deputy Minister Le Van Tuyen inspects amnesty work at Northern detention facilities

PSNews - A delegation of the Ministry of Public Security (MPS) led by Senior Lieutenant General Deputy Minister of Public Security Le Van Tuyen, Standing Member of the Central Advisory Council on Amnesty and Head of the MPS Steering Committee for Amnesty, conducted an inspection of the 2025 amnesty work, on July 29, 2025.

The inspection took place at the police departments of Hai Phong city and Ninh Binh province as well as at three prisons managed by the Police Department of Prison, Correctional Institution and Juvenile Reformatory Management, namely Xuan Nguyen Prison, Hoang Tien Prison and Ninh Khanh Prison.

In recent times, police units in the two localities and three prisons have ensured absolute security and safety at detention facilities in compliance with the laws, effectively offered work and vocational training to inmates, along with providing judicial assistance, ensuring courtroom security and safely protecting evidence storage.

Regarding amnesty work, all units have drafted amnesty plans, established amnesty appraisal councils and prepared guiding documents for in-charge officers.

Additionally, the correctional police carefully reviewed the profiles of inmates eligible for amnesty and instruct them to write applications for and commitments to their early release in accordance with regulations.

On behalf of the MPS leadership and the Central Advisory Council on Amnesty, Deputy Minister Le Van Tuyen acknowledged and commended the units for their work results in recent times.

Deputy Minister Le Van Tuyen requested that all the detention facilities and local police departments continue to thoroughly grasp and seriously implement the provisions of the law and MPS regulations on detention management to enhance the quality and efficiency of their detention management and prisoners’ education, rehabilitation and reintegration of ex-prisoners into the community.

The Deputy Minister directed the units to carefully prepare dossiers of inmates eligible for early release to ensure accuracy and procedural rigor, leaving no room for any mistakes.

He also stressed the need to explain policies on amnesty and conditional early release to all inmates, and proactively develop plans for the upcoming ceremony to announce the State President’s amnesty decision.
