Deputy Minister Le Van Tuyen inspects amnesty work in Thanh Hoa

PSNews - A delegation of the Ministry of Public Security (MPS) led by Deputy Minister of Public Security Lieutenant General Le Van Tuyen, Permanent Member of the Central Advisory Council on Amnesty and Head of the MPS Steering Committee for Amnesty, inspected the 2025 amnesty work and the execution of community-based criminal sentences in Thanh Hoa province, on March 27, 2025.

According to reports at the working session, over the past years, the Thanh Hoa Provincial Police Department and police forces in charge of prisons stationed in the province have effectively performed the tasks of prisoner management, education and corrections.

Regarding the 2025 amnesty work, upon receiving the President’s Decision on Amnesty and related guiding documents issued by MPS, the relevant local police units promptly established Amnesty Review Councils, Sub-committees and appraisal teams of the local detention facilities to review all inmates eligible for amnesty in a timely, lawful, democratic, objective, fair, transparent and accurate manner.

As of now, the inter-agency appraisal teams under the Amnesty Review Councils have completed the review of profiles of the inmates to possibly enjoy amnesty in 2025, submitted by the criminal judgment execution agencies.

Accordingly, the Thanh Hoa Provincial Police Department submitted 49 profiles of the inmates eligible for amnesty, while Thanh Phong, Thanh Cam, Thanh Lam Prisons and Prison No. 5 proposed 432 other cases.

Speaking at the meeting, Deputy Minister Le Van Tuyen highly appreciated the results of the implementation of the President’s Amnesty Decision achieved by the Thanh Hoa Provincial Police’s Criminal Judgment Execution Agency and the above-mentioned detention facilities.

The Deputy Minister asked the Thanh Hoa Provincial Police’s Criminal Judgment Execution Agency to proactively review the model of a temporary detention facility for an area, closely coordinate with relevant sectors to ensure effective social reintegration of all released inmates, and continue to again review all proposed cases to ensure that no inmates eligible for amnesty is overlooked nor ineligible inmate is mistakenly included in the amnesty list.

The Deputy Minister also emphasized the importance of enhancing law education and dissemination for the amnesty beneficiary inmates at local detention facilities so that they can well integrate in the community, staying away from crimes.

He also requested the relevant police units to make thorough preparations for a solemn ceremony to announce the President’s Amnesty Decision.

Finally, Deputy Minister Le Van Tuyen urged that the detention facilities should closely coordinate with relevant agencies to issue identification cards to the amnesty-benefited inmates, while working closely with the local authorities to make a good preparation for the released inmates’ reintegration.
