PSNews - Deputy Minister Le Van Tuyen and his delegation inspected the facilities at Subdivision No. 1 of Nam Ha Prison, where they met with inmates engaged in study and vocational labor. The Deputy Minister encouraged the inmates to strictly adhere to detention regulations and strive for rehabilitation to qualify for the State’s leniency policies.

A delegation led by Member of the Party Central Committee and Deputy Minister of Public Security Senior Lieutenant General Le Van Tuyen, Head of the Ministry’s Criminal Judgment Enforcement Agency, conducted an inspection of special amnesty implementation at Nam Ha Prison, on May 6.

The delegation also reviewed detention management, community-based corrections, and reintegration efforts of the Ninh Binh Provincial Police Department, Nam Ha Prison, and Ninh Khanh Prison.

The working group included representatives from various professional departments under the Ministry of Public Security (MPS), leaders of the Ninh Binh Provincial Police Department, and authorities from detention facilities stationed in the province.

Local security and reintegration reports

At the session, Deputy Director of Ninh Binh Provincial Police Senior Colonel Kieu Huu Tuyen reported that security and social order in the province have remained absolutely stable following the provincial administrative merger and the implementation of the two-tier local government model. These stable conditions have effectively supported investigation, prosecution, trial, and judgment enforcement.

The provincial police proactively advised the Provincial Party Standing Committee to issue Directive No. 06, strengthening Party leadership over community-based corrections and reintegration. Consequently, the recidivism rate among those reintegrated into the community is significantly lower than the targets assigned by the Ministry. Currently, 224 inmates at provincial detention facilities meet the criteria for special amnesty, and their applications have been strictly reviewed according to regulations.

Senior Colonel Pham Van Nghi, Warden of Nam Ha Prison, reported that both Nam Ha and Ninh Khanh prisons have strictly complied with legal regulations and MPS directives regarding prison security and safety. The facilities have effectively organized educational programs, implemented inmate policies and entitlements, and secured vocational training contracts for inmates.

Regarding the President’s Special Amnesty Decision, the in-charge police unit of Nam Ha Prison has prepared 143 eligible applications, all of which were verified by an inter-agency assessment team. Ninh Khanh Prison has 310 eligible applications, which have also been cleared by the assessment team. During the inspection, representatives from functional departments (including Organization and Personnel, Planning and Finance, Construction, Health, and Custody Management) addressed specific recommendations raised by the detention facilities.

Concluding the inspection, Deputy Minister Le Van Tuyen highly commended the units for their disciplined implementation of Party and State regulations. He specifically praised Ninh Binh Provincial Police for their proactive role in community reintegration, noting that Ninh Binh was the first province to conduct a five-year review of Decree No. 49 and a two-year review of the Prime Minister’s Decision No. 22 regarding loan support for former inmates.

The Deputy Minister issued the following directives: 

Legal Compliance: Units must thoroughly internalize the 2025 Law on Criminal Judgment Enforcement and the 2025 Law on Custody and Temporary Detention, which take effect on July 1.

Vocational Training: Effectively implement projects that allow inmates to learn trades and receive vocational guidance during their rehabilitation process.

Welfare and Policy: Ensure all entitlements regarding family visits and policies for detainees are strictly upheld.

Internal Discipline: Strengthen political and ideological education for officers and soldiers (CBCS), tighten discipline to prevent violations, and ensure transparency in personnel management.

Regarding the upcoming amnesty, the Deputy Minister emphasized that relevant police units meticulously prepare applications for the Ministry’s Special Amnesty Review Council. For inmates whose applications are denied, authorities should provide transparent and public explanations so they can understand the reasons and are motivated to improve. The amnesty announcement ceremonies must be conducted solemnly and in accordance with regulations to inspire those remaining to continue their rehabilitation efforts.

Finally, he requested functional departments to compile and resolve any remaining difficulties reported by grassroots units to ensure unified implementation.
