Deputy Minister Luong Tam Quang meets with Deputy Minister of Public Security of China

Prime Minister Pham Minh Chinh, leading a Vietnamese delegation, including Deputy Minister of Public Security Senior Lieutenant General Luong Tam Quang, paid an official visit to China, on June 25, 2023.

On the evening of the same day, Deputy Minister Luong Tam Quang had a working session, in Beijing, with Deputy Minister of Public Security of China and Director of the National Immigration Administration of China Xu Ganlu.

Deputy Minister Luong Tam Quang expressed delight at meeting again Chinese Deputy Minister of Public Security Xu Ganlu after more than three years without face-to-face meeting due to the COVID-19 pandemic, and thanked the host for a warm welcome.

At the meeting, Deputy Minister Luong Tam Quang congratulated the Communist Party of China on successful organization of the 20th National Party Congress.

He said, Vietnam believes that, under the sound leadership of the Central Committee of the Communist Party of China, led by General Secretary Xi Jinping as the nucleus, the Chinese Government and people will definitely continue to develop strongly and achieve the second 100-year development goal of building China as a modern, powerful, prosperous, democratic, civilized, harmonious and beautiful socialist country.

Following the Vietnam - China Joint Statement, signed by the leaders of the two countries during an official visit from October 30 to November 1, 2022, by General Secretary of the Central Committee of the Communist Party of Vietnam Nguyen Phu Trong to China, which defines security and defense cooperation as one of the pillars of the bilateral relationship and underlines the cooperation in political security and law enforcement, the Ministry of Public Security of Vietnam and the Ministry of Public Security of China have actively expanded cooperation over the past time in the fields, as follows:

In the cooperation fields of immigration management, entry and exit management and crime prevention and control, the Ministry of Public Security of Vietnam and the Ministry of Public Security of China have coordinated effectively in fighting criminals, illicit drug trafficking, human trafficking, tracking runaway criminals and managing cross-border entry and exit.

Notably, in 2022 the Ministry of Public Security of Vietnam arrested and handed over two Chinese most wanted, who the Central Commission for Discipline Inspection and Supervision and the Ministry of Public Security of China had been pursuing for many years.

The police forces in the bordering provinces of Vietnam’s seven provinces and China’s Guangxi and Yunnan held 10 talks, regularly exchanged letters, notes, official dispatches, and coordinated in investigating hundreds of criminal cases, cases related to illicit drug trafficking, human trafficking and illegal immigration, contributing ensuring border security of the two countries.

In the coming time, in order to further strengthen and raise the effectiveness of cooperation between the Ministry of Public Security of Vietnam and the Ministry of Public Security of China to safeguard national security, maintain social order and safety in each country according to the common perception between the leaders of the two parties and the two countries, the two sides agreed on the following contents:

Firstly, the two sides need to effectively implement the Minutes of the 7th Ministerial Conference on Crime Prevention and Control, the Agreement on Cooperation on Immigration signed in February 2021 and the plan to intensively prevent and control illegal immigration in 2023 between Vietnam and China.

Second, the two sides need to strengthen the exchange of delegations at all levels, ensure absolute security and safety of high-level delegations and important political events in each country, effectively protect citizens of one country in the other, and cooperate in the fight against crime.

Third, the two side need to increase education and dissemination of the law on immigration, explain criminal methods, tricks and signs of criminal activities to people along the shared borderline, and request citizens from one country entering the other country to comply with the host country's laws.

Fourth, the two sides need to increase border patrols, inspections and checks at border gates as well as cross-border trails with a focus on key routes and areas to promptly detect and prevent illegal activities, illegal entry and exit.

Fifth, the two sides need to exchange information about crime and trans-border criminal bands while improving the efficiency of the information exchange mechanism through the established contact points between the two countries.

Sixth, the two sides need to strengthen coordination in organizing training courses on immigration management for officers of the two countries.

On this occasion, Deputy Minister Luong Tam Quang invited Chinese Deputy Minister of Public Security Xu Ganlu to visit Vietnam again at an appropriate time.
