Deputy Minister Nguyen Ngoc Lam meets with Russian high-ranking officials

Within the framework of his visit to the Russian Federation, Deputy Minister of Public Security Major General Nguyen Ngoc Lam, leading a delegation of the Ministry of Public Security (MPS), had talks with several Russian high-ranking officials.

Within the framework of his visit to the Russian Federation from September 23th to September 29th, Deputy Minister of Public Security Major General Nguyen Ngoc Lam, leading a delegation of the Ministry of Public Security (MPS), had talks with Deputy Director of the National Guard of the Russian Federation Colonel General Vladislav Aleksandrovich Ershov and Deputy Minister for Civil Defence, Emergencies and Elimination of Consequences of Natural Disasters of the Russian Federation cum Chief State Inspector of the Russian Federation for Fire Supervision Colonel General Suprunovsky Anatoly Mikhailovich.

* At the talks with Deputy Director of the Russian National Guard Vladislav Ershov, Deputy Minister Nguyen Ngoc Lam underlined that, over the past time, the two sides have maintained regular cooperation programs and achieve numerous positive results.

The guest suggested that the two sides should draft an annual general cooperation plan as well as cooperation documents on specific fields, so as to develop more efficient cooperation mechanisms.

Deputy Minister Nguyen Ngoc Lam also proposed that the two sides continue to exchange information regarding security threats to each country, as well as closely coordinate to ensure security and safety for major events in each country as well as protect citizens of one country living, working and studying in the other country.

On the occasion, Deputy Minister Nguyen Ngoc Lam requested that the Russian National Guard assist Vietnam’s MPS in training Vietnamese officers in martial arts, anti-terrorism tactics and skills, animal handling and other fields, as well as support Vietnam’s MPS to build an Anti-Terrorism Center, and provide combat gears for Vietnamese task-force police units.

Agreeing with the Vietnamese official’s proposals, Deputy Director of the Russian National Guard Vladislav Ershov stressed the need to strengthen bilateral specialized cooperation between the two agencies in the coming time.

* At the talks with the Russian Ministry of Emergency Situations, Deputy Minister Nguyen Ngoc Lam expressed sincere gratitude to the Russian partners for supporting MPS in fire and rescue training, as well as thanked the Russian Ministry of Emergency Situations for an aid of 35 tons of necessities in support of Vietnamese people affected by the recent Typhoon Yagi.

Revealing that Vietnam’s MPS is drafting a law on fire prevention and fighting, the Vietnamese head delegate requested the Russian Ministry of Emergency Situations to share relevant references and hands-on experience with the Vietnamese counterpart, stressing that such support will help Vietnam’s MPS perfect the legal basis and build of the country’s fire prevention and fighting capabilities.

Agreeing with Deputy Minister Nguyen Ngoc Lam’s opinions and requests, Russian Deputy Minister of Emergency Situations Suprunovsky Anatoly Mikhailovich affirmed that the Russian Ministry will consider providing Vietnamese partners with requested references in the spirit of the traditional friendship between the two countries and two ministries.

Discussing bilateral cooperation in the coming time, the two Deputy Ministers reached consensus on further promoting cooperation in training and capacity-building based on the needs and strengths of each side.

In addition, the Russian official underscored that the Russian Ministry of Emergency Situations will continue to support Vietnam’s MPS in building a National Command Information Center for Early Warning and Response in Emergencies.
