Deputy Minister Pham The Tung meets with Japan’s Minister of Justice

Within the framework of his visit to Japan to co-chair the 10th Vietnam–Japan Deputy Ministerial Security Dialogue, Deputy Minister of Public Security Senior Lieutenant General Pham The Tung had a meeting with Japanese Minister of Justice Hiraguchi Hiroshi, on June 17, in Tokyo.

During the meeting, the two head delegates highly appreciated the close coordination between the two agencies in delegation exchanges, information sharing and the exchange of experience in law-making and legal reform, criminal judgment enforcement, immigration management, and the prevention and combat of transnational crime.

Deputy Minister Pham The Tung affirmed that the signing of the Agreement on the Transfer of Sentenced Persons between Vietnam and Japan in 2019 has provided an important legal basis for the the two sides’ successful transfer of prisoners to serve their sentences in their home countries, demonstrating the responsibility and efforts of both sides toward common objectives.

On this occasion, Deputy Minister Pham The Tung proposed that the Japanese Ministry of Justice accelerate negotiations with the Vietnamese side toward the signing of a Vietnam–Japan Consular Notification Agreement in order to facilitate the prompt and effective handling of legal violations involving citizens of one country in the territory of the other.

He also suggested enhancing cooperation in verifying and accepting the return of nationals, transferring wanted persons through bilateral cooperation channels and INTERPOL mechanisms and exchanging information and experience in immigration management.

The Deputy Minister further proposed that both sides continue creating favorable conditions for citizens of one country to travel, study, work and conduct business legally in the other, study the possibility of signing a bilateral immigration cooperation document, and support the Vietnamese community in Japan so that they can live, work and study in a stable environment.

For his part, Minister Hiraguchi Hiroshi requested that the Ministry of Public Security of Vietnam continue coordinating with the Japanese side in investigating and handling cases involving copyright and intellectual property infringements as well as corruption-related offenses affecting Japan, particularly illegal activities committed by Japanese enterprises operating overseas, including in Vietnam.

The two sides expressed their belief that cooperation between the Ministry of Public Security of Vietnam and the Ministry of Justice of Japan would continue to develop in a practical and effective manner, contributing to further strengthening the Vietnam–Japan Comprehensive Strategic Partnership.
