Deputy Minister Pham The Tung visits Indonesian Police Unit and Bhutanese Light Quick Reaction Force

Senior Lieutenant General Pham The Tung, Member of the Party Central Committee and Deputy Minister of Public Security, along with a delegation from the Vietnamese Ministry of Public Security (MPS), visited and worked with the Indonesian Formed Police Unit (FPU) and the Bhutanese Light Quick Reaction Force (LQRF) at the MINUSCA Mission.

This visit served as an opportunity for the delegation to exchange and learn from the experiences of countries that have already deployed units to the Mission. These insights will help finalize training and preparations for the deployment of the Ministry of Public Security’s UN Peacekeeping Unit No. 1 (VNFPU1) to peacekeeping missions.

During the working session with the Indonesian Police Unit, Deputy Minister Pham The Tung highly appreciated the valuable support from the Government and Police of Indonesia. Indonesia’s assistance in training peacekeeping officers and sending experts to directly support the training of VNFPU1 is a testament to the trusted Strategic Partnership between the two sides. “We cherish this cooperation and believe that our two forces will continue to contribute positively to the international community’s mission for sustainable peace and stability”, the Deputy Minister emphasized.

Officials also reviewed the close cooperation between Vietnam and Indonesia in the field of peacekeeping activities through coordination at the Security Council, sharing training experiences, and contributing personnel to missions—particularly in the Central African region—demonstrating a shared commitment to regional security.

At the meeting with the Bhutanese LQRF, Deputy Minister Pham The Tung also expressed appreciation for the friendly relationship and shared vision of peace between Vietnam and Bhutan. He highly commended the professionalism and discipline of the Bhutanese LQRF at MINUSCA.

With a "light but effective" operational capability, the unit serves as an excellent model for civilian protection and responding to security challenges. "Bhutan's achievements are a great source of inspiration for Vietnamese forces to coordinate and contribute actively to the mission of stability and development in Central Africa”, the Deputy Minister noted.

On behalf of the Vietnamese MPS delegation, the Deputy Minister sincerely thanked the Commanders of the FPU and the LQRF for taking the time to receive the delegation and share valuable professional experiences. He thanked both units for their close coordination in ensuring absolute security and for the warm welcome extended to the Vietnamese delegation in the Central African Republic.

The professionalism in escorting and organizing the visit played a vital role in the success of the delegation’s mission. “We highly value your dedicated support and sense of responsibility”, Deputy Minister Pham The Tung shared.

At the meetings, following the request of the Vietnamese delegation, Mr. Norhayat (Commander of the FPU) and Colonel Kinley Penjor (Commander of the Bhutanese LQRF) discussed the deployment status of their units and the difficulties in executing UN Police duties in the mission area. They shared key lessons on maintaining discipline and the psychological well-being of officers during long-term assignments in harsh environments like Central Africa. Furthermore, they provided insights into ensuring unit safety during field operations and experiences in coordinating with local police and other Mission departments to handle on-site situations.

Following the working sessions, Commander Norhayat and Colonel Kinley Penjor personally guided Deputy Minister Pham The Tung and the delegation on a tour of the encampments, equipment, and operational vehicles within the Indonesian and Bhutanese barracks.
