General To Lam inspects reinforcement of communal police force in Ninh Binh

A high-ranking delegation of the Ministry of Public Security, led by its Minister, General To Lam, on August 28 inspected the deployment of professional police officers to communal police posts in Ninh Binh province.

The meeting between the visiting delegation and local police was also attended by Secretary of the Ninh Binh Provincial Party Committee Nguyen Thi Thanh and Chairman of the Ninh Binh Provincial People’s Committee Dinh Van Dien.

At the meeting, Senior Colonel Pham Van Son, Director of the Ninh Binh Provincial Police Department briefed the Minister and delegates on the outcomes of the reinforcement of the communal police force in Ninh Binh Province.

Senior Colonel Pham Van Son said, following the Ministry of Public Security’s project on renovating and streamlining the force apparatus for more efficiency and effectiveness, the Ninh Binh Provincial Police Department developed and implemented a concrete plan to strengthen its communal police force with support from local Party organizations and authorities.

To date, the 46 commissioned police officers have been posted to the communal posts of 12communes and townships out of the of 122 of Ninh Binh province. About 300 young police officers working at sub-divisions of the provincial police department were also staffed to district level police stations.

Official statistics show that the presence of the commissioned police officers has brought about significant changes to the security and order situation in localities, and led to a decline of 5.7% in criminal offenses in the province. These positive results have been recognized by the local authorities and people.

Speaking at the working session, Minister To Lam recognized and highly valued the achievements of the Ninh Binh Provincial Police Department in regularizing its communal police force following Resolution No.22-NQ/TW issued on March 15, 2018, by the Politburo and Project 106 of the Ministry of Public Security on renovating and streamlining the Ministry of Public Security’s apparatus for more efficiency and effectiveness.

General To lam asked the Party committees and authorities at all levels in the province to create a more favorable condition for the Ninh Binh Provincial Police Department to soon complete the reinforcement of the province’s communal police force and to fulfil their assigned tasks.

He also urged the local government to pay attention to implementing policies for non-commissioned police officers at the communal police posts, helping them better coordinate with newly-posted commissioned police officers in maintaining public order and security at the grassroots level.

During his trip to Ninh Binh province, General To Lam also led the Ministry of Public Security’s delegation to have a meeting with police officers that have recently been deployed to Gia Van commune, Gia Vien district.
