Hanoi launches 1,272 online public services

PSNews – The Hanoi Municipal Department of Information and Communications said, the city has launched 1,272 online administrative procedures.

According to a recent report of the Hanoi Municipal Department of Information and Communications, the unit in 2019’s Q2 has launched 1,272 online services of administrative procedures, in which 1,074 online public services in level-3 and 198 online public services in level-4.

The city also approved a plan to simplify 71 administrative procedures in judicial, construction, planning and investment, industry and trade, and natural resources and environment areas, according to municipal authorities.

With the online facility, 3,311,866 documents of administrative procedures have been resolved. Of the figure, 3,307,408 have been handled on time, reaching 99.86% while 51,957 other documents are being worked on by competent agencies.

The city earlier published a list of administrative fields that can be done online, including Science and Technology, Labour, Invalids and Social Affairs, Natural Resources and Environment, and Health.

The city's online public service portal (egov.hanoi.gov.vn) has recently been upgraded with a new interface, providing timely information for the city’s leadership, and is better connected to the National Database of Administrative Procedures.

The move is considered a breakthrough in Hanoi’s administrative reforms towards a simplified and transparent administration, helping improve the city’s business environment as well as the responsibility of public servants.

Decree 43/2011/NĐ-CP on launching online public services defines four levels of public service registration:

Level 1: Procedures to fill in the required forms and information about process, time and service cost are available online.

Level 2: The service allows the user to download the required forms to be printed out and filled in later.

Level 3: The applicant can fill in and submit the forms online.

Level 4: Service payments can be settled online. Transaction results are available either online or by post, on request.

The online registration service level 4 will allow people, businesses and management units to perform administrative formalities, submit required forms, handle documents and payments and receive results using only a computer connected to the Internet.
