PSNews – On the morning of January 14, the Hanoi Municipal Police Department held a full-scale rehearsal of motorcade arrangement and security protection plans for the 14th National Congress of the Communist Party of Vietnam (CPV).

Given the special political significance of the event, the Hanoi Municipal Police Department carried out the rehearsal of its plan in a scientific, systematic and well-coordinated manner, in line with the overall security protection plan for the National Party Congress. The local police are entrusted to ensure traffic order as well as security and absolute safety of the motorcade on designated routes during the National Party Congress while minimizing negative impacts on residents’ transportation and daily activities.

In addition to escorting delegations to the congress venue, the Hanoi Municipal Police Force is also responsible for patrolling and safeguarding roads surrounding the National Convention Center (Tu Liem Ward) and the accommodations of delegates to the National Party Congress.

The drill mobilized a full range of forces from the local police and the military units, of which the traffic police force played a core role in escorting delegations between their accommodations and the National Convention Center (Tu Liem Ward, Hanoi) or other locations, where related  activities will take place.

According to the tasks assigned to the Hanoi Municipal Police Department, the delegation escort procedures should be implemented strictly in line with approved plans, ensuring safety, punctuality and compliance with the traffic regulations on each designated route.

Further, local police units are also supposed to deploy reinforcements to guard event sites, delegate lodgings and along convoy routes while commune-levels police are tasked with monitoring the security situation in their localities and coordinating with the traffic police, the mobile police and relevant functional forces in patrolling and safeguarding the designated areas. Their main task is to promptly detect and handle emerging situations at the grassroots level, avoiding any surprise or disadvantage.

Through the rehearsal, the Hanoi Municipal Police Department assessed the coordination among the participating forces and checked the feasibility of security, public order and traffic safety plans. It also provided a chance for the Hanoi Municipal Police Department to perfect their escort and security plans so as to absolutely safeguard the 14th National Party Congress.

The highest objective is to ensure absolute security and safety, leaving no room for unexpected incidents or even the slightest mistakes at the designated places related to the National Party Congress as well as in the country.

Earlier, to ensure traffic order and safety for the transportation of the delegates during the 14th National Party Congress, Hanoi police had decided on the traffic routing plan to prioritize the motorcades for the 14th National Party Congress  on a number of main roads.

Specifically, during the time frames of 5:30 a.m. to 11:30 a.m. on January 14; and from 6:00 a.m. to 8:30 a.m., 10:30 a.m. to 12:00 p.m., 1:00 p.m. to 2:00 p.m. and 4:00 p.m. to 7:00 p.m. from January 19 to 25, all common cargo trucks, specialized trucks and passenger vehicles with 16 seats or more (except vehicles serving the Congress, vehicles bearing security permits, buses, environmental sanitation vehicles and emergency-response vehicles) will be temporarily prohibited from operating on multiple roads around the National Convention Center and routes used for delegation escort. On certain other roads, authorities will restrict traffic for the aforementioned vehicles in order to reduce traffic density and ensure safe movement for delegations.

In particular, on the elevated Ring Road No. 3 (the section from Thang Long Bridge to the interchange with National Highway 5A), from 6:00 a.m. to 9:00 p.m. between January 19 and 25, vehicles with a permitted total weight of 10,000 kg or more will be temporarily banned, except for Congress-serving vehicles, those bearing security permits and priority vehicles on urgent missions.
