Hung Yen Provincial Police Party Committee holds 1st Congress

The Hung Yen Provincial Police Party Committee solemnly held its 1st Congress for the 2025–2030 term on July 13–14, 2025.

Member of the Politburo, Secretary of the Public Security Central Party Committee and Minister of Public Security General Luong Tam Quang, together with Member of the Party Central Committee and Secretary of the Hung Yen Provincial Party Committee Nguyen Huu Nghia, attended and delivered keynote speeches at the congress.

The congress also saw the presence of  Member of the Standing Board of the Public Security Central Party Committee and Deputy Minister of Public Security Senior Lieutenant General Pham The Tung.

During the 2020–2025 term, the Party Committees of the former Hung Yen and Thai Binh Provincial Police Departments closely followed the resolutions of the Public Security Central Party Committee and those of the 19th Hung Yen and 20th Thai Binh Provincial Party Congresses.

The two Provincial Police Party Committees had provided comprehensive leadership and direction in public security affairs, closely grasped the security and order situation and actively advised local authorities on major policies across all areas of public security work.

Addressing the congress, Minister Luong Tam Quang acknowledged and commended the achievements of the Hung Yen Police Force, highlighting their significant contributions to safeguarding political security, maintaining social order and safety and effectively supporting the province’s socio-economic development.

The Minister requested that the Hung Yen Provincial Police Party Committee effectively operate the two-tier local police model, deploy synchronous measures to ensure security and order at all key areas, and maintain internal political security, economic security, cybersecurity, grassroots security, religious security and social security.

He also urged the local police to thoroughly implement major Party policies, focusing on digital transformation and administrative reform to better serve the people, while stressing the need to perfect the legal framework to promote growth of the private economic sector, contributing to reach the province’s target of 8% economic growth in 2025 and higher rates in subsequent years.

Furthermore, he called on the Hung Yen Provincial Police Department to intensify efforts to realize the goals outlined in the Politburo’s Resolution No. 12 on building truly clean, strong, regular, elite and modern People’s Public Security Forces, capable of fulfilling its assigned tasks in the new context.

At the congress, 26 members were appointed to the new Hung Yen Provincial Police Party Committee.

The Congress also elected members of the Party Committee’s Standing Board and Inspection Commission and approved the orientation, goals and tasks for the 2025–2030 term.
