The second-term Theoretical Council of the Ministry of Public Security was established in 2017 under the Decision of the Minister of Public Security.
The event marked a new development in building a specialized force for theoretical work of the People's Public Security Forces over the past 75 years.
During the tenure, the Theoretical Council has well played its role as a think-tank of the Public Security Central Party Committee and the Ministry of Public Security in formulating and developing theories on the Public Security Forces’ functions, organization, operational machinery and missions, serving as bases for the leadership to issue guidelines, principles and orientations for the Public Security Forces’ operations.
On behalf of the Central Theoretical Council, Prof. Dr. Nguyen Xuan Thang acknowledged and highly appreciated the Theory Council of the Ministry of Public Security for its remarkable achievements in the past time, answering emerging issues regarding national security and social order and safety.
He also stated that the Theoretical Council of the Ministry of Public Security is a model of a high-quality and effective-operation ministerial-level theoretical council.
Concluding the conference, Minister To Lam thanked the Chairman of the Central Theoretical Council for his attendance and instructions, and affirmed that the Ministry of Public Security would continue to closely coordinate with the Central Theoretical Council in advising the Party and State to continuously improve general theoretical work, as well as to guide the cause of ensuring national security and order in the new situation.
Regarding the upcoming task of the Ministry of Public Security's Theory Council, Minister To Lam suggested that council members should study and continue to concretize the Resolution of the 13th National Party Congress on "Continuing research and development of national security theory, art of protecting national security and social security in the new situation"; Resolution No. 37 of the 11th Politburo on theoretical work and research orientation toward 2030.
They should also advise and guide all public security agencies and units to effectively implement Resolution No. 10 of the Public Security Central Party Committee and Directive No. 05 of the Minister of Public Security on "Strengthening the theoretical work of the People's Public Security until 2030, with a vision toward 2035".
Minister To Lam also asked members of the council to step up the implementation of the coordination program between the Ministry of Public Security and the Central Theoretical Council for the period 2021 – 2026 while advising the Ministry of Public Security to develop a joint research program on the Party theory with research and education agencies, major national scientific research centers, relevant ministries, branches, agencies and organizations.
