Leadership of Ministry of Public Security commends Hue City Police for breakdown of international card fraud ring

Member of the Party Central Committee and Deputy Minister of Public Security Senior Lieutenant General Pham The Tung, on behalf of the Public Security Central Party Committee and the Ministry’s leadership, signed and sent a Letter of Commendation to the Director of the Hue City Police Department and the Director of the Department of Cybersecurity and High-Tech Crime Prevention.

In the letter, the Deputy Minister praised their outstanding performance in investigating and successfully dismantling a high-tech criminal ring engaged in the illegal trading of international payment card information to misappropriate property.

Recently, the Hue City Police Department, in close coordination with the Department of Cybersecurity and High-Tech Crime Prevention, decisively and effectively deployed professional measures to combat and smash this high-tech crime ring, which operated by illegally trading international payment card data to steal money from cardholders' accounts.

Through the operation, law enforcement officers arrested and initiated criminal proceedings against seven suspects, seizing numerous documents, physical evidence and assets valued at nearly VND 40 billion, representing approximately 74% of the total misappropriated funds.

The investigation revealed that the suspects employed sophisticated technical methods to build a closed criminal ecosystem in cyberspace, hosting their servers abroad to evade detection and handling by investigative authorities.

In his Letter of Commendation, Deputy Minister Pham The Tung emphasized:

"This outstanding achievement demonstrates a high sense of responsibility, resourcefulness, creativity, and sharp professional acumen on the part of the Hue City Police and the Department of Cybersecurity and High-Tech Crime Prevention. It reflects the effective execution of directives from the Public Security Central Party Committee and the Ministry's leadership on preventing and combating high-tech property misappropriation crimes."

The successful resolution of this case highlights the active, seamless operational synergy between local police forces and professional units under the Ministry of Public Security. It further affirms the firm resolve of the People's Public Security Forces to contribute to the implementation of the United Nations Convention against Cybercrime (the Hanoi Convention), while adding to the glorious 80-year tradition of the People's Security Force.

On behalf of the Public Security Central Party Committee and the leadership of the Ministry of Public Security, Deputy Minister Pham The Tung warmly acknowledged and commended the achievements of the Director of the Hue City Police Department and the Director General of the Department of Cybersecurity and High-Tech Crime Prevention.

He directed the Hue City Police to continue coordinating with relevant police units and local authorities to expand the investigation into the case, consolidate evidence and documentation, and strictly prosecute the offenders in accordance with the law.
