As part of the efforts to respond to the storm, the police in Quang Ninh province have taken the initiative in carrying out various measures to call on 8424 vessels to find safe shelters.

Specially, the Quang Ninh Waterway Police Division since August 15 has deployed its officers in coordination with other forces to locations prone to floods and landslides and evacuated the elderly and children to safer places.

In Thanh Hoa province, the police have also been urged to closely monitor developments of rains and floods through the mass media and actively coordinate with relevant units to ensure safety for people and public assets, as well as for fishing vessels.

The Provincial Police Department directed the traffic police to support people in travelling through dangerous road sections, coordinate with local authorities and functional forces to provide necessities to storm-affected people and conduct search for missing while implementing plans to protect documents, means and working facilities of the local police units.

According to VNA, Hai Phong authorities have deployed forces around the clock at important sites and vulnerable areas to timely deal with any emergency. A total of nearly 42,500 people have been mobilized to get ready for dyke protection and search and rescue activities.

By mid-day August 15, Hai Phong had issued storm warning to more than 2,830 vessels with nearly 9,200 fishermen and more than 1,500 labourers at sea-based aquaculture farms.

Though still a distance away, Bebinca has caused heavy rains in Nam Dinh province on August 15. Local authorities are urging residents to shore up their houses while making preparations to evacuate residents in lowland and coastal areas.

Meanwhile, more than 600,000 people from the army, militia and military reserve are ready to be mobilised to respond to storm Bebinca, forecast to hit the mainland of Vietnam on the night of August 16.

They were also asked to coordinate with local authorities to examine important dykes, embankments, reservoirs and dams, as well as vulnerable areas, while being prepared to assist evacuating people to safe places.
