Minister Luong Tam Quang attends 13th International Meeting of High-ranking Officials Responsible for Security Matters

At the invitation of Secretary of the Security Council of the Russian Federation General Sergey Kuzhugetovich Shoigu, Minister of Public Security General Luong Tam Quang, leading a high-ranking delegation of the Ministry of Public Security of Vietnam, attended the 13th International Meeting of High-ranking Officials Responsible for Security Matters held in Moscow, Russia, from May 27–29, 2025.

With the theme of “Shaping an Equal and Indivisible Security Architecture: Challenges and Opportunities the States of the Global South and East”, the conference focused on pressing global and regional issues, particularly emerging challenges in both traditional and non-traditional security domains.

During the conference, delegates discussed a range of global concerns, including widening inequalities among nations, the severe impacts of poverty and pandemics on many countries, the enduring consequences of international terrorism and the escalating influence of narcotics.

They also voiced concern over the misuse of technological advancements to serve exclusive interests of certain states, particularly the militarization of international cyberspace.

In this context, countries from both Southern and Eastern hemispheres were called upon to enhance cooperation in building a collective security structure based on respect for a wide range of international law and the United Nations Charter.

Speaking at the ASEAN–Russia High-ranking Security Officials Consultation, Minister Luong Tam Quang acknowledged and highly appreciated the outcomes of ASEAN–Russia security cooperation over the past time.

To strengthen coordination between ASEAN and Russian security agencies in responding to both traditional and non-traditional security challenges, Minister Luong Tam Quang proposed that the two sides should effectively implement relevant ASEAN–Russia Declarations, Plans and Cooperation Programs.

He further suggested that ASEAN and Russia consider establishing a dialogue mechanism to facilitate timely and effective responses to emerging security threats.

The Vietnamese official also called for deeper ASEAN–Russia cooperation in disaster management, particularly through sustained consultations between ASEAN’s disaster management committee and Russia’s Ministry of Civil Defense and Emergency Situations.

The Minister also suggested conducting joint research on satellite-based natural disaster and climate monitoring systems as well as exchanging databases and early warnings for cross-border epidemics.

Additionally, he recommended that ASEAN member states and Russia organize joint exercises on responding to forest fires, floods, cyberattacks, public health crises and maritime emergencies.

Minister Luong Tam Quang also expressed his hope that Russia would continue offering capacity-building programs for ASEAN countries on counterterrorism, cybersecurity and other relevant fields.
