Member of the Politburo and Minister of Public Security General Luong Tam Quang hosted a meeting with Ambassador Extraordinary and Plenipotentiary of the People's Republic of China to Vietnam He Wei on the afternoon of July 24, in Hanoi.

Speaking at the meeting, Minister Luong Tam Quang underlined that, following the State visit to Vietnam by General Secretary and President of China Xi Jinping in April 2025, the relationship between the two Parties and the two States had further been strengthened and deepened across all areas.

The two countries have achieved numerous positive outcomes in terms of politics, diplomacy, defense and security, trade, culture and people-to-people exchanges, contributing to further advancing the Comprehensive Strategic Cooperative Partnership between the two countries and building a Vietnam–China Community with a Shared Future.

Regarding security cooperation, Minister Luong Tam Quang highly appreciated the effective coordination between the Ministry of Public Security of Vietnam and Chinese law enforcement agencies in safeguarding national security and maintaining social order and safety in each country, especially amid complex and rapidly evolving regional and global security developments which pose many challenges in terms of both traditional and non-traditional security domains.

To further strengthen cooperation between the Ministry of Public Security of Vietnam and Chinese law enforcement agencies, Minister Luong Tam Quang proposed that the two sides continue to enhance political trust, promote delegation exchanges at all levels and establish effective cooperation mechanisms for information and experience sharing in Party protection work and the safeguarding of political security as well as cultural and ideological security.

He also recommended that the two sides make full use of the most key bilateral cooperation mechanisms such as the Political Security Dialogue, the Strategic Security Dialogue and the Ministerial Meeting on Crime Prevention and Control.

The host called for stronger coordination and mutual support at international forums, such as the United Nations and the ASEAN Regional Forum (ARF), while proposing the establishment of a hotline between the Ministers of Public Security of the two countries within 2025.

In terms of crime prevention and control, Minister Luong Tam Quang suggested that the two sides expand cooperation in such areas as combating cyber scam, online gambling, drug-related crime, human trafficking, illegal immigration and the pursuit of wanted fugitives.

The Minister hoped that the two sides will strengthen cooperation in law enforcement training and capacity building, proposing that Chinese law enforcement agencies assist the Ministry of Public Security of Vietnam in organizing training programs on science and technology application, digital transformation, artificial intelligence and cybercrime prevention skills.

For his part, Ambassador He Wei expressed his gratitude for the warm reception by Minister Luong Tam Quang and highly valued the positive results in bilateral relations, especially following the visit of General Secretary and President Xi Jinping to Vietnam.

The Ambassador highly valued the close coordination between the Ministry of Public Security of Vietnam and Chinese law enforcement agencies in maintaining security and public order, as well as in jointly addressing increasingly complex security challenges.

He affirmed that China will continue to promote key bilateral cooperation mechanisms and expand training and experience-sharing initiatives between the two sides’ law enforcement agencies, contributing to the increasingly effective and sustainable development of bilateral cooperation.
