Overview of the meeting.

Welcoming Minister Abdellatif Ouahbi and the Moroccan delegation to Vietnam to attend the Hanoi Convention Signing Ceremony, Minister Luong Tam Quang expressed his delight at the positive developments in the traditional friendly relationship and cooperation between Vietnam and Morocco over the past six decades.

Regarding non-traditional security challenges in the context of globalization and digital transformation, Minister Luong Tam Quang noted that cybercrime and other forms of transnational crime have become common threats to humanity, stressing that no nation, whether developed or developing, can address these challenges alone.

The Minister underscored that the Hanoi Convention serves as a comprehensive legal framework for nations to collaborate in the fight against cybercrime, thereby opening new opportunities for cooperation between countries, including Vietnam and Morocco.

At the meeting, the two sides agreed to enhance experience exchange in law enforcement, actively share criminal information and coordinate in investigating and apprehending offenders who are citizens of each country involved in transnational crime, drug trafficking, terrorism, high-tech crime and human trafficking.

The two Ministers also agreed to increase exchanges, consultations and mutual support at international forums, cooperate with each other in the signing, accession and implementation of international treaties to which both sides are parties, and contribute actively to multilateral cooperation mechanisms such as the United Nations and INTERPOL.

Minister Luong Tam Quang expressed his hope that, in the near future, the two ministries would sign an agreement on a Memorandum of Understanding on Cooperation in Combating Human Trafficking so as to create a legal framework for joint efforts in countering transnational crime as well as other areas of mutual interest.
