Minister Luong Tam Quang receives UN Under-Secretary-General

Minister of Public Security General Luong Tam Quang hosted a meeting with United Nations (UN) Under-Secretary-General and the UN Secretary-General’s Envoy on Technology Amandeep Singh Gill, on the afternoon of January 16, in Hanoi.

The meeting was also attended by UN Resident Coordinator in Vietnam Pauline Tamesis.

At the meeting, Minister Luong Tam Quang highly appreciated the role and efforts of the United Nations in supporting countries, including Vietnam, in implementing the Sustainable Development Goals, noting that the Vietnamese Government is vigorously promoting the development of science and technology, innovation and digital transformation, which will gradually become new pillars of the country’s development model.

On that basis, Minister Luong Tam Quang revealed, the Ministry of Public Security attaches great importance to and maintains close cooperation with UN agencies in enhancing the country’s capacity to combat transnational crime and terrorism as well as in maintaining global peace and security, promoting gender equality and women’s empowerment.

Underscoring the need to carry out digital transformation in couple with ensuring information security and safety, Minister Luong Tam Quang proposed the UN to promote projects in Vietnam on inclusive and safe digital transformation, focusing on improving digital skills and digital safety for the community, and developing national cybersecurity and data protection capabilities.

From a member of government’s perspective, Minister Luong Tam Quang stated that Vietnam hopes the UN will provide policy advice and share international experience in designing artificial intelligence (AI) governance frameworks and data governance with practical guidelines for both public and private sectors to help developing countries quickly access advanced global scientific and technological advances and gradually be self-reliable in terms of technology.

In addition, Minister Luong Tam Quang proposed establishing a regular dialogue mechanism between Vietnam and relevant UN agencies on digital technology and technology security, with the aim of establishing coordination focal points, sharing risk trend assessments, early warnings and practical experiences, and developing national support packages.

On this occasion, Minister Luong Tam Quang also suggested that the UN advocate for Vietnam’s deeper participation in multilateral initiatives in the spirit of the Global Digital Compact, as well as promote cooperation in developing AI solutions, private 5G networks and safe, verifiable Open RAN models serving public governance and socio-economic development.

Thanking Minister Luong Tam Quang for the meeting, UN Under-Secretary-General Amandeep Singh Gill congratulated Vietnam on successfully hosting the recent signing ceremony of the Hanoi Convention, and highly appreciated the Vietnamese Government’s effort to promote the development of science and technology, innovation and digital transformation over the past period.

The Under-Secretary-General also acknowledged Vietnam’s increasingly active role in international agreements, particularly in areas related to AI and cybersecurity.

He emphasized that the UN is committed to continuing its support for Vietnam in building policy frameworks for digital transformation, establishing technology governance standards and enhancing its capacity to combat cybercrime.

He expressed confidence that cooperation between the UN and Vietnam will continue to develop strongly, for the common benefit of the international community.
