Minister Luong Tam Quang: The People’s Public Security Forces are “Most Disciplined – Most Loyal – Closest to the People,” Contributing to the Successful Fulfilment of the Party’s Strategic Objectives

On behalf of the Central Public Security Party Committee, Secretary and Minister General Luong Tam Quang presented a general report at the opening session of the 81st National-level Public Security Conference, on the morning of December 15th, in Hanoi. The content of the report has been translated as follows:

Along with fundamental advantages, the mission of safeguarding national security and ensuring public order has faced numerous difficult domestic factors and international challenges.

Under the Party’s direct and absolute leadership in all aspects, the State’s unified management, as well as with the close and effective coordination of the Vietnam People’s Army, ministries, sectors and localities and the strong support of the people, the entire People’s Public Security Forces have upheld its proud traditions, made persistent efforts, and achieved many important results in ensuring security and public order.

Their achievements have been acknowledged by Party and State leaders, heads of central agencies, ministries, local authorities and sectors, as well as acclaimed by the people.

The Public Security Forces have continuously taken the lead in implementing Resolution No. 18-NQ/TW of the 12th Party Central Committee, officially operated the two-tier local police model from March 1, 2025, thereby setting an example and providing a practical experience for other ministries, sectors, localities and the entire political system as a whole.

In implementing Resolution No. 57-NQ/TW of the Politburo on creating breakthroughs in the development of science and technology, innovation, and national digital transformation, the Ministry of Public Security has excellently functioned as the standing agency of Project 06, closely coordinating with ministries, sectors and localities to synchronously and decisively implement Project 06 as well as the Party and State’s guidelines on developing a digital economy and a data economy.

The above effort has resulted in particularly significant achievements, contributing to enhancing Viet Nam’s standing in the world rankings. For instance, Vietnam has rised 15 places to 71 out of the 193 countries in the E-Government Development Index, while the rate of online public services has reached 82.37 percent, ninefold compared with the pre–Project 06 period, and the digital economy has enjoyed a more-than-20-percent-per–year growth rate, acounting for 18.3 percent of GDP.

A a pioneer in implementing Resolution No. 59-NQ/TW of the Politburo on international integration in the new context, the stature of the Viet Nam Public Security Force has been elevated to a new level, particularly after the forces contributed significantly to the successful organization of the signing ceremony of the Hanoi Convention.

In the implementation of Resolution No. 66-NQ/TW of the Politburo on renewing the development and enforcement of laws, the Ministry of Public Security has proactively advised the higher-level authority to perfect the legal documents to address emerging issues, including its proposal on amendments and supplements to 13 laws, one ordinance and 21 decrees.

Following Resolution No. 68-NQ/TW on private sector development, the Public Security Forces have taken approaches not only to ensure security and public order but also to directly support businesses and socio-economic development.

As a result, the administrative procedures in the State management of security and order has been further reduced by 20%–30% in terms of time and 30% in terms of fees.

Over the year, the Ministry of Public Security has led the entire police force to launch intensive campaigns against the production and trading of counterfeit goods, smuggling and trade fraud, contributing to protecting people and businesses.

Under the leadership of the Central Public Security Party Committee and the Ministry of Public Security, the Public Security Forces have firmly protected national security, ensured social order and safety, and further consolidated security in key areas and sectors. The security force has drastically and effectively struggled high-profile reactionary and hostile forces, particularly elements at home and overseas spreading false information.

Meanwhile, the police have excelently done their job. The rate  of social order offences have declined by 24.23 percent, of which the number of very serious and especially serious criminal cases has dropped sharply by nearly 27 percent while the number of cases related to resistance against law enforcement officers has decreased by more than 41 percent.

The positive outcomes have reflected an increasingly secure, safe and healthy environment, and an increasingly strengthened “people’s security posture”.

This year has witnessed intensive campaigns waged by police units at all levels against drug-related crimes and cybercrime, especially cyber fraud.

Meantime, traffic accidents and fire incidents have declined in terms of numbers of cases and casualties, contributing positively to promoting socio-economic development and better protecting the peaceful and happy lives of the people.

The Public Security Forces have also played a leading role in national movements such as “The whole nation joins hands for the poor—leaving no one behind” and “Eliminating temporary and dilapidated housing.” In so doing, the Public Security Forces have raised funds in their units, mobilized philanthropists, and closely coordinated with localities to build schools, contributed funding or/and efforts to building tens of thousands of houses, and provided free medical checkups and medicines for poor and disadvantaged households in remote, mountainous and ethnic minority areas, as well as victims of natural disasters and floods.

Since the beginning of the 13th National Party Congress term, the Public Security Forces have set an example in the implementation of the 13th Congress Resolution and the Party’s strategic guidelines. Despite a rapidly changing and highly complex global and regional context with many unprecedented challenges, the  Public Security Forces have firmly stayed absolutely loyal to the Party, the Fatherland and the People; wholeheartedly dedicated to the country and the people while the forces have proved to be courageous and proactive in thinking big, doing new things, stepping in complex and newly-emerging issues, and ready to make sacrifices for the common cause of the Party and people. In experiencing tough situations, the Public Security Forces have become much stronger and more mature, and better accomplished the political tasks entrusted by the Party, the State and the People.

In 2026, the Public Security Forces will continue implementing recently issued Politburo resolutions and the Resolution of the 14th National Party Congress (to be scheduled for late January 2026) and the 8th Congress of the Party Committee of the Central Public Security Organization. What is more, the Public Security Forces will alongside the entire nation take a series of new and breakthrough approaches to successfully move the country out of the middle-income trap and achive the two centennial strategic goals of becoming a high-income country by 2045, and rasing the contribution proportion of security and public order protection work to the realization of the Party’s strategic objectives.

The above context places increasingly demanding requirements and tasks for the Public Security Forces in the new revolutionary phase. Accordingly, the Public Security Forces holds the prime resiponsibility for protecting the Party, the socialist system and the people, as well as for maintaining a peaceful, stable environment with stable political security and social order and safety, and making more contributions to, creating a solid foundation for the successful implementation of the 14th Party Congress Resolution and the Party’s strategic goals.

After the tenure with various hallmarks and historic achievements, the entire Public Security Forces now bears the noble responsibility of “surpassing themselves” to create new milestones and attain bew accomplishments so as to be worthy of the trust of the Party, the State and the People.

To successfully accomplish the objectives set for 2026, the entire Public Security Forces will devote all efforts to absolutely ensure the security and safety of the 14th National Party Congress and the elections of deputies to the 16th National Assembly and People’s Councils for the 2026–2031 term, leaving no room for even the smallest lapse.

The Public Security Forces will continue to perform well its function as a strategic advisory agency to the Party and the State, always take the incentive in addressing emerging situations, generate opportunities and turn challenges into opportunities, proactively prevent risks and challenges, and create more space and momentum for national development.

The Public Security Forces will firmly safeguard national security, continue to sustainably reduce the crime rate, and maintain Viet Nam’s position among the world’s leading countries in terms of security and safety, thereby attracting international friends to visit and invest in Viet Nam and contributing to promoting security-related external relations and international integration, while further consolidating the external security perimeter beyond the national border through proactive and steady measures.

Further, the Public Security Forces’ should continuously renew their thinking on security and public order management, shifting from the mindset of “official duties” to “official duties combined with service responsibility,” and from “giving and getting commands” to “giving and geeting commands as well as being proactive in advising and creating development.”

The Public Security Forces should take the lead in applying science and technology to their work, create new breakthroughs in ensuring traffic safety, residence management and managemenr of foreigners in Viet Nam, thereby consolidating a disciplined, orderly, safe and healthy society.

In the year of 2026 and the following years, the Public Security Forces should give priority to developing the security industry and data industry, making measurable contributions toward the country’s double-digit growth target while maintaining its leading and core role in national digital transformation, contributing to the effective operation of efficient and effective local government models that best serve the people.

Party organizations in public security units and agencies should continue to focus on Party building and building revolutionary, regular, elite and modern People’s Public Security Forces while promoting the “Studying and following Ho Chi Minh’s ideology, ethics and style” movement, and the movement of following the Six Teachings of Uncle Ho to the People’s Public Security, alongside the emulation movement “Most Disciplined – Most Loyal – Closest to the People,”creating a new motivation and a joyful emulation to fulfil assigned tasks in the new revolutionary stage.

Promoting their 80-year glorious tradition and the great achievements in safeguarding security and public order attained by generations of generals, junior officers, enlistees and public security employees, the entire People’s Public Security Forces are committed to absolutely loyal to the Party, the Fatherland and the People, steadfastly uphold the credo “The survival of the Public Security Forces definitely depends on the Party’s existance,” and the slogan “Ready to make sacrifices for the country, wholeheartedly dedicated to the People.” The Public Security Forces will continue trying their best to overcome all difficulties and challenges, excellently fulfill all assigned political tasks, and be worthy of being the “sharp sword” and “steel shield” protecting the Party, the regime and the People.
