Minister Luong Tam Quang visits Russian Federation

At the invitation of Secretary of the Security Council of the Russian Federation Sergei Kuzhugetovich Shoigu, Minister of Public Security Senior Lieutenant General Luong Tam Quang, leading a high-ranking delegation of the Ministry of Public Security of Vietnam, visited Russia and attended the Meeting of BRICS High Ranking Officials Responsible for Security Matters/National Security Advisors taking place in Saint Petersburg, on September 11th, 2024.

Speaking at the meeting, Minister Luong Tam Quang underlined that the Ministry of Public Security of Vietnam highly valued the initiative by the Russian Federation’s Security Council on holding the meeting with the attendance of high-ranking officials responsible for security matters of BRICS countries and Southern Hemisphere countries, considering the meeting a valuable opportunity for them to discuss security matters and promote international cooperation in addressing global security challenges.

The Vietnamese Minister suggested that high-ranking officials responsible for security matters of BRICS countries and Southern Hemisphere countries pay due attention to building strategic trust and improving cooperation frameworks among countries, especially in emerging security affairs, while enhancing the efficiency of the global administration mechanism to effectively respond to security challenges in the region and the world.

Minister Luong Tam Quang also proposed countries actively exchange information in specific fields at the state level as well as ministerial and sectoral levels, contributing to early identifying and proactively responding to security threats arising.

Minister Luong Tam Quang also called on countries to share scientific and technological achievements with others as well as cooperate in training and building capacity of personnel and mobilize common financial resources to jointly address global security threats and challenges.

At the meeting, Minister Luong Tam Quang strongly affirmed that Vietnam always advocates promoting equal cooperation among countries and territories to effectively resolve global security issues, supports resolving conflicts and disputes through dialogue on the basis of respecting international law and the United Nations Charter while taking into account the legitimate interests and concerns of relevant parties, for peace and stability in the region and the world.

On the sidelines of the meeting, Minister Luong Tam Quang had bilateral meetings with heads of delegations from Cuba, Belarus and India, to discuss bilateral cooperation in the coming time.

* Within the framework of the visit to Russia, Minister Luong Tam Quang had talks with Russian Secretary of the Security Council Sergei Kuzhugetovich Shoigu.

At the talks, the two sides discussed and evaluated global and regional situations as well as matters of mutual concern, aiming to build new, urgent and important cooperation mechanisms and initiatives related to national security of the two countries, focusing on ensuring security, combating terrorism, transnational crimes as well as coordinating to ensure cybersecurity and information security.

Based on cooperation results among the Ministry of Public Security of Vietnam, the Russian Security Council Office and the Russian law enforcement agencies, Minister Luong Tam Quang suggested that the two sides should further enhance delegation exchange to convey high-level messages, strengthen mutual trust as well as resolve difficulties so as to strengthen comprehensive bilateral cooperation, while supporting each other at multilateral security and political forums and cooperation mechanisms, especially the ASEAN-Russia Consultation of the High Representatives for Security Issues mechanism.

* Earlier, Minister Luong Tam Quang and the delegation visited and laid flowers at the Monument of President Ho Chi Minh in Saint Petersburg.
