Dear comrades,

On the occasion of the New Year 2018 and the upcoming lunar New Year of Dog, on behalf of the Central Party Committee and Ministry of Public Security, I sincerely extend the warmest regards and best wishes to all leaders, officers, non-commissioned officers, soldiers, civilian officials, cadets, retired police officers, invalids, relatives of martyrs of the Public Security Forces as well as communal police and security guard forces.

In 2017, the world and the region saw complex changes impacting countries, including Vietnam. Thanks to the sound leadership of the Central Party Committee, the National Assembly, the Government, the united efforts of the whole political system, and the great support and assistance of the people, the Public Security Forces in collaboration with ministries, branches, functional agencies, especially the Vietnam People's Army, successfully deployed and fulfilled many major and important plans; promptly prevented and fought plots of hostile forces; cracked down on crimes and social evils; and ensured the absolute safety and security for major political, economic, culture events, important international conferences hosted by the country, particularly the APEC Economic Leaders' Week in Da Nang, contributing to promote Vietnam's image to international friends.

The year of 2018 will bring us more opportunities and challenges. The whole Party and people will restlessly strive to implement successfully the 12th National Party Congress’s Resolution and socio-economic development plan outlined in the 4th plenary session of the 14th National Assembly. 

The People’s Public Security Forces will undertake heavier missions of security and order, which will require the forces to continue to their working methods and approaches and to be active and creative in their work. 

They should focus on implementing the key tasks and approved master plans, and actively contribute to maintaining political stability, firmly defending national sovereignty and territorial integrity, ensuring social order, and creating a favorable environment for building and developing the country.

In the new spirit of 2018, each unit, officer and soldier in the Public Security Forces should promote their capacity and knowledge to fulfill their assignments, effectively implement Directive No. 5CT/TW of the Politburo on enhancing the movement “Learn and following Ho Chi Minh’s thought, morals, lifestyle” and the Resolution 4 of the 12th Party Central Committee on enhancing Party building and reorganization, prevent and roll back degeneration in the political ideology, morality and lifestyle of Party members as well as manifestations of “self-evolution” and “self-transformation” inside the Party. 

The forces should also seriously implement Resolution No.6-NQ.DUCA-X11 issued on June 26, 2017 by the Central Party Committee of Public Security on streamlining the Public Security Forces' apparatus for more efficiency and effectiveness, and expand the movement on building the image of the brave and humane police officer in the people’s hearts" and other movements.
